ARSA attacks on whose interest?

Myanmar's separatist group Arakan Rohingya Salvation Army (ARSA) has announced the fight against the government. Image taken from the video released on YouTube. Two months after the signing of the agreement, Bangladesh and Myanmar are working in front of the start of the process of rehabilitation. In order to finalize the ground-level agreement for reinstatement, the foreign secretaries of the two countries are in talks on January 15 at Nepido. At that time, the Arakan Rohingya Salvation Army (ARSA) launched an undercover attack on members of Myanmar army. Two days after the attack, the group acknowledged its responsibility. And this question has started arising out of which the ARSA's attacks in the interest?
Former and current diplomats of Dhaka and Yangon say that since the advent of a few years ago, all the attacks carried out by ARSA have damaged the Rohingya's interests. In this situation, they questioned the interests of the ARSA attacks. Myanmar can raise the last attack as an excuse for the repatriation process.
Diplomatic sources say, the news of the last attack of ARSA in Maungdaw in Rakhine has been broadcast on the Facebook page of Myanmar's army chief on his Facebook page. It is not possible to verify the source of news of the army chief due to the restriction of access to media in Rakhine as well as to the media. As a result, the international media has spread the news on the basis of military sources.
A couple of days after the attack, ARSA said on Twitter, that many people have doubts about it. Because Rakhine has flawless security forces since the incident on August 25. It is not possible for some people to attack with such rudimentary arms and survive. Apart from this, the movement of anybody in the remote areas surrounded by hills, rivers and seas is impossible now.
According to diplomatic observers, as well as delaying the repatriation of Rohingya, one side may have a side of ARSA by utilizing Myanmar's internal political equations, especially in the military and civil society, using the confidence crisis.
Asked about the impact of ARSA's latest attack on the return of Rohingya, former Bangladesh Ambassador to Myanmar Major General (retd) Anup Kumar Chakma said in the first light on Monday evening that on January 15, the physical arrangement of Rohingyas will be finalized for the release of Rakhine Physical Arrangement. Just 10 days before, why did ARSA launch this attack? On August 24, the Kafi Annan Commission gave them the exact proposal to resolve the Rohingya issue. Official sources of Myanmar have said that Rakhine attacked an armored vehicle with 20 'extremist Bengali terrorists' arms on Friday. One person was being taken to the hospital. Three people were injured in the attack.

ঢাকা ও ইয়াঙ্গুনের সাবেক ও বর্তমান কূটনীতিকেরা বলছেন, গত এক বছরের কিছুটা বেশি সময় আগে আবির্ভাবের পর থেকেই আরসা যে সব হামলা চালিয়েছে, তাতে রোহিঙ্গাদের স্বার্থ ক্ষুণ্ন হয়েছে। এই পরিস্থিতিতে আরসার হামলা কার স্বার্থে তা নিয়ে তাঁরা প্রশ্ন তুলেছেন। সর্বশেষ ওই হামলাকে প্রত্যাবাসন প্রক্রিয়া পেছানোর অজুহাত হিসাবে দাঁড় করাতে পারে মিয়ানমার।
কূটনীতিক সূত্রগুলো বলছে, রাখাইনের মংডুতে আরসার সর্বশেষ হামলার খবরটি মিয়ানমারের সেনাপ্রধান তাঁর ফেসবুক পেজে প্রচার করেছেন। রাখাইনে আন্তর্জাতিক সাহায্য সংস্থার পাশাপাশি গণমাধ্যমের প্রবেশে নিষেধাজ্ঞা থাকায় সেনাপ্রধানের খবরের সূত্র যাচাই করা সম্ভব নয়। ফলে এখন পর্যন্ত সেনা সূত্রের ওপর নির্ভর করেই আন্তর্জাতিক গণমাধ্যম খবরটি প্রচার করেছে।
হামলার দু’দিন পর আরসা টুইটারে যে বিবৃতি প্রচার করেছে, সেটা নিয়েও অনেকের সন্দেহ রয়েছে। কেননা ২৫ আগস্টের ঘটনাপ্রবাহের পর থেকে রাখাইনে নিশ্ছিদ্র নিরাপত্তা বলয় রয়েছে। সেখানে গুটিকয়েক লোকের পক্ষে সেকেলে অস্ত্র নিয়ে চোরাগোপ্তা হামলা চালিয়ে বেঁচে যাওয়া কতটা সম্ভব। তা ছাড়া পাহাড়, নদী আর সাগরে ঘেরা দুর্গম অঞ্চলে এ মুহূর্তে যে কারও চলাচল রীতিমতো অসম্ভব।
কূটনীতিক পর্যবেক্ষকদের মতে, রোহিঙ্গা প্রত্যাবাসন বিলম্বিত করার পাশাপাশি মিয়ানমারের অভ্যন্তরীণ রাজনৈতিক সমীকরণ বিশেষ করে সামরিক ও বেসামরিক মহলের মধ্যে আস্থার সংকটকে কাজে লাগিয়ে একটি পক্ষ আরসাকে ইন্ধন যুগিয়ে থাকতে পারে।
রোহিঙ্গা প্রত্যাবাসনের ক্ষেত্রে আরসার সর্বশেষ হামলার প্রভাব সম্পর্কে জানতে চাইলে মিয়ানমারে বাংলাদেশের সাবেক রাষ্ট্রদূত মেজর জেনারেল (অব.) অনুপ কুমার চাকমা সোমবার সন্ধ্যায় প্রথম আলোকে বলেন, রোহিঙ্গাদের রাখাইনে প্রত্যাবাসনের জন্য ১৫ জানুয়ারি ফিজিক্যাল অ্যারেঞ্জমেন্ট চূড়ান্ত হওয়ার কথা। এর ঠিক ১০ দিন আগে আরসা এই হামলা কেন চালাল। ২৪ আগস্ট কফি আনান কমিশন তাদের যে প্রতিবেদন দিয়েছিল তাতে রোহিঙ্গা সমস্যা সমাধানে সুনির্দিষ্ট প্রস্তাব ছিল। ওই প্রতিবেদন প্রকাশের পরদিন আরসা মিয়ানমার সেনাবাহিনীর ওপর হামলা চালায়। ওই হামলার অজুহাতে মিয়ানমারের সেনাবাহিনী রোহিঙ্গাদের ওপর নিপীড়ন শুরু করে।
সাবেক রাষ্ট্রদূতের মতে, আরসা যেভাবে তাদের কর্মকাণ্ড চালাচ্ছে তা রোহিঙ্গাদের স্বার্থের বিরুদ্ধে যাচ্ছে। চূড়ান্তভাবে ক্ষতিগ্রস্ত হচ্ছেন মিয়ানমারের সংখ্যালঘু রোহিঙ্গা মুসলমানেরা। তাই আরসা কাদের হয়ে কাজ করছে সেটা খুঁজে বের করা জরুরি।
এদিকে রোববার এক টুইট বার্তায় আরসা ঘোষণা দিয়েছে মিয়ানমার সরকারের বিরুদ্ধে তারা লড়াই চালিয়ে যাবে।
আরসার চালানো কথিত হামলার কারণে গত বছর রাখাইন রাজ্যে সহিংসতা ছড়িয়ে পড়েছিল। ওই সময় থেকে এখন পর্যন্ত প্রায় ৬ লাখ ৫০ হাজার রোহিঙ্গা মিয়ানমার থেকে বাংলাদেশ পালিয়ে এসেছে।
মিয়ানমারের সরকারি সূত্রগুলো জানিয়েছে, রাখাইনে গত শুক্রবার ২০ জন ‘চরমপন্থী বাঙালি সন্ত্রাসী’ অস্ত্রশস্ত্র নিয়ে একটি সাঁজোয়া যানের ওপর হামলা চালায়। ওই যানে এক ব্যক্তিকে হাসপাতালে নিয়ে যাওয়া হচ্ছিল। ওই হামলায় তিন ব্যক্তি আহত হয়।
মিয়ানমারের সরকারের দাবি, আরসা সন্ত্রাসবাদী সংগঠন। তবে আরসা বলছে, রোহিঙ্গা জনগোষ্ঠীর রাজনৈতিক অধিকার আদায়ের জন্য সরকারের বিরুদ্ধে লড়াই করছে তাঁরা।
বিবিসির বিশ্লেষক জোনাথন হেড বলেছেন, হামলা চালানোর কথা আরসা স্বীকার করায় এখন মিয়ানমারের সরকার আরও কঠোর অবস্থানে চলে যেতে পারে। ধারণা করা হচ্ছে, এই দায় স্বীকারের পর রাখাইন রাজ্যে বিভিন্ন আন্তর্জাতিক সাহায্য সংস্থা ও গণমাধ্যমের প্রবেশে নিষেধাজ্ঞা বজায় রাখার বিষয়ে অনড় অবস্থানে থাকবে সরকার। অন্যদিকে সরকারি বাহিনীর ওপর বাড়তে পারে সন্ত্রাসী হামলা।
