Only state govt can request them or SC can order it, after which the central govt can act.

CBI involvement is as easy as the govt sending an email asking centre for CBI help.

There was case few months back in Haryana where the police tried to fix bus driver for murder of a kid, CBI entered and within days solved the crime. read on it.
