I wouldn't say that.
He has done a pretty good job on economy.
Compared to the previous gov, he is quite good.
And you cant expect him to have a good knowledge of military tech.

For God's sake yar! He is there to discuss CPEC security which alone is more crucial than nuclear submarines, J series or anything military. Execute CPEC right and buy weapons with improved economy. Gen Raheel would not discuss submarines and jets. Navy and Air Force chief will do that if required.
