The Armenians are saying the radar underperformed so badly that the Armenians are not only blaming India for their loss to Azerbaijan but are seeking compensation from India

Seriously, how would Armenia file a complaint to India against weapon which India never supplied them?
Deal was sanctioned in March this year when PSU didn't even have completed orders to Indian army itself. So, even providing a single unit was out question this year. Over it, corona pandemic strangulated Indian PSUs and private manufacturers for 6 months.

If system was really not working, it would have been rejected in trials in India itself and wouldn't have been used in Indo-Pakistan skirmishes.

Exactly...They had shut down their production units in March and reopened 2 months back in September.

Radar deal was signed in March this year and the radars will be delivered next year i.e in 2021.

Also , DRDO specialises in radar development. Many of their radars are in service with the armed forces starting from INDRA radars which were inducted in 80's to the latest induction i.e Arudhra Active phased array radars. DRDO has EW testing range where these radars are tested in intense EW environment so no point of them having weak ECCM capabilities.

I would say the Indian equipment aren’t to blame for the Armenian poor preparations for the war, lack of weapons that can do proportional damage to the Azeris if not more or the Azeri superb breakthrough in the south.
