Now you are just bringing in semantics to dilute what is there. There is no respect or non-respect involved here. If we go by your logic then the least disrespectful are DRDO, IA or others for wasting the Indian taxpayers money in not getting it right. But that is what R&D is, sometimes you score better early. Sometimes you dont.. the Americans wasted billions into programs that never saw the light of day.
Programs such as the XFV-12, or MBT-70 and so on. Nobody went on there to blame the failure of the research team on Babus and Senators who authorized the program. The M2 bradley IFV has an even more comical development track than the Arjun or LCA. Yet, it was eventually investigated and found that the US Army Leadership and program directors were at fault for changing parameters to the program around which led to delays and nothing like the original design.
By contrast, the XFV-12 VTOL fighter program was touted by its engineers as revolutionary but in tests the thing never got of the ground properly. In that case the engineers were at fault for promising the US Navy something that they could not deliver. The PA spent millions on getting the licence for the MP5 and recommending it for front line field use despite the protests of many because there were corrupt officers involved. But thankfully ,they no longer have to live with that sin since someone higher up realized the mistake eventually and changed the order.
Blaming other parties for a programs inability to deliver is simply playing the victim card rather than looking into where the problems are. Why is it, that the Arjun Mk.2 looks more sensible than the earlier efforts? Has the design team changed? Have team leads changed? Why the long gestation period? Is it a sensible investment?
Boeing and the US government poured billions into the US Supersonic Transport Program but at the end it was never delivered. Because it was too ambitious and too complex a design for the requirements put down.
Currently both the Arjun and the LCA are facing similar delays in the when and what. If it is truly a problem only confined to red tape and bureaucratic bickering(even through both these projects have gone through 4 different governments) then perhaps you should hope for political change that guarantees an end to such limitations.If voting for Modi will somehow ensure that exact specification Arjuns and Tejas was roll of the Production lines within a year then he should get the vote. But if the problem does not lie ONLY in bureaucracy, that should be evaluated as well.
