India has not bought core equipment from US like fighter jets,tanks etc because it requires signing a lot of sensitive agreements that India is not comfortable it.And the US is not used to this kind of resistance

India bought P8i (Core equipment) for checking Pakistan's API and Chinese Strategic subs
India bought C17 (Core equipment) for moving troops and logistic swiftly in large number of the size of Army and Armor brigades. India was badly fuckedup and failed to reinforce and moving supplies, large number of troops in standoff btw Pakistan and India in 2002.
India bought already paid for Apache Longbow III (Core equipment) to counter Pakistan Armor brigades and also trying to match Pakistan Army Aviation. Currently Pakistan having strong Army Aviation wing with many types of gunships and other supportive helis.

fighterjets are not only US core weapons. Every single deal made by US even in the form of Economic, financial etc is a core weapon of US. If US stop outsourcing just 10% of IT work from US to India, India literally blastofff. In which world Indians are living?

India maintains good relations with almost all American allies and enemies, including Iran. US can't restrict the Europeans or Israelis from selling to India, as a sale of weapons to India implies a massive amount of money , which no one is willing to sacrifice just to please US.
