No, i think the PPP governance has chocked Karachi, and well not just Karachi but whole Sindh. Now who elects PPP is where the original problem lies. How to correct it? Only when the villagers get educated, and waderas are taken care of Sindh as a whole province will continue to choke and in turn choke Pakistan.

As far as the people, well people of Karachi have showed PPP the finger, but does it matter? Partly. But PPP gets the power from else where.

I’d like to address the issues you’ve raised here and give some suggestions as what needs to be done to help fix Karachi, and then what’s needed to help make it a world class city.

We have too little devolved power in this country, Southern Punjab has these exact same qualms when it comes to a northern Punjab/ Lahore dominated focus of provincial government. The solution is to create new provinces, new provincial assemblies.

For large cities like Lahore and Karachi, I would suggest a demand for devolution and local assemblies. Karachi’s assembly would be formed of elected assembly members and an elected elected Mayor, this would be a sort of presidential system. They would be in charge of things like a transport authority for all transport in Karachi, road networks, metro-style buses, trains etc, they would be in charge of policing, waste disposal (also desperately needed), and strategic development and planning. There are already boards and authorities at Sindh or Karachi level that would be taken under the control of a such an assembly.

Better devolution also means splitting Karachi into many smaller administrative units. Each with its own local council. They’d be in charge of further devolved planning, housing, education and libraries, and collection of local taxes. The latter would be the main vehicle for funding projects and all local authorities.

Karachi with the permission of government could also set up its own borrowing facility or local development bank, something along the lines of German states (Länder), or municipalities. Berlin alone has some EUR 60bn worth of outstanding debt. It basically borrowed that money to invest in the city, with the idea being that the economic and financial benefit to the city being greater than cost of the debt. Karachi if it became a well managed city with trustworthy local government and the backing of the Pakistani state, could also secure some funds for large projects if cash is lacking.

There’s a lot that can be done and needs to be done, but for all of these things you need to organise yourselves and demand specific changes. You also need leaders with some vision, which is severely lacking in Pakistan.

If you try to be political you, either have to join existing parties hence turning yourself into another problem for society, or you will get killed, simple.
I think, Zia ul Haq, who had problem with Jamat e Islami due is their interference in Afghan Jahad, is now dead. We can easily proceed with Jamat e Islami idea, and you can trust me on that. This will solve many folds of problems, not only for Sindh, but for forces and agencies as well.

We Karachiites voted for PTI in both 2013 and 2018 despite all odds. We got 0 development.

The city of Karachi has dozens of mafia, the powerful people (politicians/bureaucrats/businessmen etc) in Pakistan are associated with it. If Karachi goes on merit and fixes itself these mafia would not generate illegal money.

Name of these mafias:

1. Food mafia (hoarders, price manipulators)
2. Transport mafia (minibuses from 60's)
3. Water mafia (waterboard, tankers etc.)
4. Power mafia (IPPs, K-electric)
5. Land Mafia (land grabbers, involvement of an organized institution)

What I highlighted is just tip of an iceberg. These mafias would never want their revenue streams hurt.

If you have watched Gotham, a weird tv series, but it highlights these mafias pretty well and how they operate.

The issue of Karachi is 50% political and 50% strategic.
Karachi is the brain of Pakistan, it was a wonderful combination of all ethnicities.
Lahore was and is the heart of Pakistan. This brain and heart of Pakistan were working perfectly in harmony till, Pakistan saw a dictator, who Quid disliked.
Karachi was originally made a hub of business by four big groups:

Kathiawari or Gujrati guys(included memons, Bohris, Godhgris etc)
Sindhi industrialists like Hashwani
Delhi Punjabi sodagran
Sialkoti Groups

But this dictator, who was originally had no urban sense, sparked first agitation in Karachi, when people of Karachi tried to support Mohterma Fatima Jinnah(later on murdered by the same dictator).
Now, to break this beautiful Rhythm of heart and brain, enemy, specially India, sowed the Baureferats in Pakistani bureaucracy, who were originally from rural areas, had only degrees, but no sense of urban population and industrialization. These bureaucrats targeted both Lahore and Karachi, but Lahore proven to be lucky, as Lahoris fought vigorously for the rights of this city and the city dwelleres. And last fight on this front was against two brothers, who thought they are kings, but Lahoris showed these two Dons their right place.
Karachi on the other hand, had a disadvantage of multi ethnicity. Karachis last stand was MQM, where it stood against Landlords of Sindh, but again, MQM later on became an autoimmune disease for Karachi, and hence contributed in the destruction of Karachi.

With passage of time, both Karachi and Lahore, who were working very harmoniously in the initial days of Pakistan(hence a strong Pakistan, even Korea adopted our economic system), but as scarcity of resources increased, these both cities became rivals.

The best solution for this city, and Pakistan , is, that we know from historical perspective that this city performs best under Jamat e Islami. Hence Naimatullahs overhaul of this city.
So, to get this city, and hence the brain of Pakistan out of the clutches of enemy, Karachi, along Mirpurkhas , Hyderabad, Sanghar, Sakkar and Badin, should be given to Jamat e Islami, totally, with a CM from Jamat e Islami. I am not asking for a Separate state here, just change of regime. This will break the bone of PPP, Indian RAW sponsored terrorism, Landlords, and above all, bhatta khori, in one stroke.
