An NDTV reporter asked the same question recently to a BCCI official and he said that BCCI is bound by ICC program (FTC). India along with a lot of other countries declined playing in Pakistan (for security reasons) but in that case ICC pressurizes India to play at neutral venue.
But given the Financial muscle of BCCI and its clout in ICC, they have been dodging the issue.
Ultimately if government doesn't allow, NO Series.
But if we remember Vajpayeeji's government, they allowed India to tour Pakistan back in 2004 after several years. So if anyone can allow this time around too, it will be this BJP government.

What is Zimbabwe? They are fools who are showing such banners. That also after losing in Dhaka. Neither Aus will come not england , and forget SA and NZ. We want these teams.. but will take time for that. But we are happy that atleast international cricket has started.

Doesn't matter who allows, it is very unlikely that top Indian players will agree to tour Pakistan.

Indians cant be that big hearted :D So yeh these are Pakistanis and the pic is perfect description of sportsmanship and sport loving and unbiased nature of Pakistanis :azn:
