A very nice question..I will make an attempt to answer this..
India is a very large country with a very complex history comprising of many invaders and many dynasties.Each and everyone who has come to power in India has tried to accumulate as much wealth as possible from the land.There may be variations upto certain degree,but overall that is the picture,be it the muslim invaders,the Mughals,the British boiling down to more grass-root levels of Zamindars.
So there has been this class difference that has become more and more evident over the years.Those who are rich,those who are not so rich and the poor.When Congress rises and gradually comes to power the then leadership realises,they cannot gain peoples' support without encompassing the majority of the Indians,a huge population with most of them being poor.Since then,the outlook has been like that only,that the party is sympathetic towards the poor,the landless,the oppressed,the Dalit etc.With each and every leader trying out-do each other in showing their love & affection towards this particular class,being rich,or being somehow related to them gradually becomes a taboo.
Also one needs to consider from political point of view that if majority are poor then the vote bank lies with them.So a leader championing their cause is more likely to get elected.
This ideology was given much of a boost during the 'Licence Raj' regime,when the coutry's policies were more in the line of socialism.The communists parties,the Naxal movements back in the 1960s-70s also had some role to play.
Land reforms and globalization of economy have reduced these issues to a great extent,but the hangover still persists.
