Close on the heels of a June visit to South Korea by external affairs minister S.M. Krishna, defence minister A.K. Antony is set to undertake a two-day visit to the East Asian nation in a bid to “boost defence co-operation between the two countries”.

Antony, who will begin his visit on 2 September, will be accompanied by defence secretary Pradeep Kumar, defence adviser Sundaram Krishna and senior army and navy officials.

“The visit is part of India’s ‘Look East policy’ and a wide range of issues, including defence and bilateral co-operation in research and development for manufacture of military equipment, will figure prominently during the visit,” the defence ministry said in a statement on Tuesday.

The visit comes in the backdrop of reports of a massive Chinese military presence in the Gilgit-Baltistan region in ***************** Kashmir (***) and a recent Pentagon report that details the Chinese build-up. “Antony was supposed to visit South Korea later this year but the fact that he is going now, so close after Krishna’s visit, indicates that there is some urgency in countering China’s military build-up by forging stronger military and strategic ties with South Korea,” said Rajaram Panda, senior fellow at the Institute for Defence Studies and Analyses (Idsa). Since May, Antony has visited Oman and Seychelles and is scheduled to visit the US in late September and Vietnam in October as part of a summit of the Association of Southeast Asian Nations (Asean).

Panda said India is looking to effectively counter the Chinese “string of pearls” strategy and Antony’s visit should be looked at in a larger context. “We could safely say that these are the beginnings of an India-South Korea-Japan axis as a counterpoise to the Pakistan-China-North Korea one,” he said. China’s “string of pearls” strategy is designed to control maritime interests in the Indian Ocean Region (IOR)) by building bases or partnering with countries such as Pakistan, Sri Lanka and Myanmar in securing sea routes to move cargo and oil.

India and Japan have been holding negotiations toward concluding a civil nuclear deal and analysts point out that India would actively look to pursue a similar deal with South Korea. “Although chances of an Indo-Japan civil nuclear deal appear bright, Japan does have domestic political issues which could come in the way. In South Korea’s case, though, there is no such issue,” said Panda.

“Japan has always been on India’s strategic grid but not South Korea, which, because of its technological prowess, has a potentially large stake in India’s defence market,” said defence analyst Commodore C. Uday Bhaskar. “These back-to-back visits and bilateral exchanges are a tacit acknowledgement of that fact.”

Analysts say India would also seek to tap into South Korea’s strong capabilities in ship-building technology. “South Korea has marched ahead of Japan in naval ship-building technology, so it makes sense for India to build synergies with that country, considering the fact that our naval ship-building yards have their hands full,” added Bhaskar.

In recent years, India has increased its military, especially maritime, engagement with countries in the IOR.

The Indian Navy has been involved in anti-piracy operations off the Gulf of Aden.

“Both the South Koreans and the Japanese are equally dependent on the IOR as their maritime trade routes run via the IOR. Considering the fact that India is the predominant naval force in the IOR, co-operation with India becomes inevitable,” Bhaskar said.

I would like to add Vietnam along with India-Japan-Korea axis to counter Chinese String of Pearls. There has been some positive development on Indo-Vietnam defence cooperation of late.

US is still the main ally of East Asian countries in countering China. India is still not in a position to be able to work with these countries in countering China. As the wise man of Asia, former Singapore president Lee Kuan Yew said, all the Asian countries together won't be able to counter China within 20 years without US assistance. Soon, we'll see that statement come to pass. India must strengthen its relationship with the US as only by cooperating with US with can any Asian country handle a rising China. Of course US will need allies in the East Asia and South Asia as much as these countries (Japan, South Korea, Singapore, Vietnam and India ) needs US. So it will require major cooperation between the US and Asian countries for the security of Asia.

there's no competition between trade with south korea and having an independent, US influence free foreign policy. in fact, south korea's largest trade partner is china, both export and import. india is free to exploit any potential offered by south korea, it is after all, an independent country.

just make sure that no risky investments in infrastructure are made.

you always seem to be advocating an Indo-U.S relationship where U.S dictates and India obeys......india will engage South Korea in a defense relationship with or without U.S encouragement......we dont run our foreign policy on U.S whims........

I'm certain that South Korea has relationship with India, Ethiopia, South Africa and Senegal. But its the relationship with US that is critical to its security. All other relationships any other bilateral relationship. So in regard to relationship with US, South Korea treat relationship with India no different than relationship with Australia, Singapore and South Africa. But its relationship with US is certainly unique.

Many Indians think East Asian countries need India protection. Get real. India has not such ability.

If SK is unwilling to form an anti-Chinese axis with the U.S, why would it form one with India? SK's greatest geopolitical concern is national reunification, does India have anything, anything at all, to offer them in this regard?

Tellingly, a quick google search will show all news reports on the visit are from the Indian media, the South Korean media (most major SK newspapers have online English editions) largely fail to even pick up this news.

I agree that India as of now has no such ability to offer protection to countries too distant from its shores.....there they have two options ....either recognize U.S hegemony...or the chinese one and imho they are better off with strong chinese connections rather than depend on the U.S.....in India's case there are many differences of opinion betwn us and the U.S and to have a substantial defense agreement would mean to toe the U.S line ....this would affect our relationships with many other strategic nations....Iran,russia , central asian nations to mention a few....we are better off with a limited buyer seller relationship inmho....and for further progress strong diplomatic support would be welcome........we dont want or need a security umbrella if thats what your suggesting......:cheesy:

SK is unwilling now ....but let there be more of the "unconditional" support of china for the north korean regime and we may see the winds blowing in a different direction.....as it is even now SK may act neutral but evidently they wont lift a finger if the U.S conducts an exercise in the south china sea.....this apparently reveals a lot.....:cheers:

I don't expect SK getting closer to India in terms of strategic cooperations but may be Japan a little bit though both are heavily under US influence and security umbrella. We may have a defence cooperation with SK but strategic cooperation needs time.

Anyway we have to wait few more years We have just in the first phase of India-Japan defence cooperation that started after more than 60 years. And regarding SK this is just initiative.

anyways.. we are dealing with south korea bilaterally , if india dont want to engage with us for this purpose i dont know what problem will US have?

Kim Jong-Il just went to China looking for more support, and how's the wind blowing in Blue House? President Lee welcomed the visit. BTW, South Korea just offered their own aid to the North.

The way I see it, the only possible reasons for South Korea to move more closely to the U.S in an U.S-China context are 1) China decide to provide military aid to the North 2) China moves in to occupy the North. Otherwise SK's own interests (in national unification) can only be served by a good relationship with China.

What does it mean ? would you plz elaborate.

But before that do also consider what china doin in Pakistan occupied kashmir.
