Military hardware systems are inherently framed and implemented by the Pakistani Army. Political actors don't possess the knowledge or expertise in such a unique field, thus there job is to sign papers as a formality. Did Sharif pay for these projects...no hence its the tax payers money. Sharif did not actually make the nuclear bomb since its roots actually begin from the late 70s. Plus the Army has the ultimate decision in how it conducts it affairs. First bring back, the stolen money he took from Pakistan.
