Feudalism was in most cases an adjunct to and in some areas a complete replacement of 'the law'. Religious and tribal establishments (and sardars/tribal elders) pre-dated English common law legal structure and semi-educated people dictated things by 'saalish' and 'sifarish' (shuparish in Bengali). Things like cousin-marriage and honor killings are still considered legal and kosher in Pakistan, especially rural areas. Police are powerless against such mediaeval practices.
Although I am a frequent visitor, I can't by any means claim to be an 'insider' in Pakistan. Feudalism
was the root culture in Pakistan and to some extent North India as well, yes much more so than in Eastern or Southern India where democratic equality for all classes is more the norm, especially for educated Muslims. Can't speak for Hindu society.

There was no 'plan' per se in that video. I couldn't make out all the tougher Urdu talk, but there was no concrete 'plan'. Is Jawad Sohrab going to save Pakistan? I am confused. All the links you provided talk about MOU's and 'promises' of investments. CPEC is going to benefit the silk road areas in China more than it will Pakistan (in any degree). Maybe you know something I don't.
Is talking with 'Gaali' the average training when growing up in a Pakistani family? When all you offer is verbal abuse, your 'khandaan' and 'Muslimaat' (or rather, lack of them) becomes evident.
