Actually, Altay is in Russia since 1756. The geographic term "Altay" is of Turkic origin, and the autochtonous Turkic people live in that region of Russian Federation to this day, making up majority of population. Altay was the central region of the First Turkic Khaganate, and thus has a very special importance to all Turkic people. Thus, unsurprisingly, Turkey is paying homage to this highly-important region of its ancient history.

The Altay Tank is named in honor of Army General Fahrettin Altay (1880–1974) who commanded the 5th Cavalry Corps in the final stage of the Turkish War of Independence.
So,not only Chinese use the name ALTAY.

There is no difference, both spellings are used interchangeably. However, the correct Turkic pronunciation of that place is actually closer to the spelling "Altay". Same with, for example, Baykal (although Baikal is also acceptable and correct).
