KARACHI: Chief of Muttahida Qaumi Movement (MQM) Altaf Hussain has demanded to increase the number of provinces of the country to at least twenty, ARY News reported.

In a statement, Altaf Hussain said making new provinces is utmost requirement keeping in view of the growing population for serving the people and devolving power to grassroots.

MQM Chief suggested that appointment of Chief Minister for Sindh should be carried alternatively adding “if it isn’t possible administrative division of the province should be done.”

Giving example of other Asian countries, he said India has 36 provinces, Afghanistan has 34, Iran has 31 and even Sri Lanka which is a small country has 9 provinces but unfortunately, Pakistan still having only four provinces.

Altaf Hussain has once again appealed the government and protesting parties in Islamabad to restart the dialogue process immediately.

There should be no provinces at all.. Only District governments.. Nazims, LBs, so you won election from a place you have to stay there. This provincial things is more a separation then any proper administration.

Me and @WishLivePak had a debate regarding similar demands by Tahir-ul-Qadri for dividing vast Pakistani territory into even more administrative divisions. I applauded this proposal as tiny landscape of Norway is divided in 19 administrative regions as well and its administered on local level flawlessly. But then he gave me example of Australia, an entire continent administered very well by only a few administrative regions like our Pakistan:

It should be mandatory for elected candidate to have lived in the area of contested constituency for atleast 3 years before contesting elections and to remain there till the time occupying seat from that constituency. Making provinces or not is immaterial. However, if at all provinces are made, those should not be bifurcated on the basis of political will. It will create chaos. Better option is to upgrade previous divisions to Provinces and District to divisions, Union councils to Districts and wards to union council. Create new wards and let administration of justice, development and services be dispensed from the lowest administrative unit.

However, concentration of people in Australia along with its demographics in both ethnicity, religion and most importantly education is very different from Pakistan.

Fair demand.. to bring change in Pakistan, one must divide the state into administrative unit, hope the demand is pursued !
Problem of administering Pakistan effectively has been a hot topic ever since independence. Our incompetent politicians tried and even reversed their own faulty decisions in the past:

The One Unit (Urdu: ون یونٹ) was a geopolitical program launched by the government of Pakistan led by then-Prime Minister Muhammad Bogra on 22 November 1954. The program was believed to be enacted after the government faced difficulty of administrating the two unequal polities of Pakistan separated from each other by more than a thousand miles. To diminish the differences between two regions, the program merged the four provinces of West Pakistan into one province, like East Pakistan (now Bangladesh), which was also a single province.

The Pakistani scholars and researchers debated and maintain to fact that the One Unit program was viewed as a counterbalance against the political and population domination of the ethnic Bengali population of East Pakistan. The One Unit program was met with great resistance and grievances from the Four Provinces since its establishment, and it remained in effect until 1970. Finally, President General Yahya Khan imposed the LFO No. 1970 to end the One Unit program and rehabilitated the provisional status of Four Provinces as of August 1947

Its a Good idea
Karachi could be made a state, just like Delhi is a State in India
Punjab and Sindh can be devided into 8-9 smaller states each
this would ensure that Noora and Zardari stop considering Punjab and Sindh as their Ancestral Property
