The Problem of crime against woman cannot be tackled by one single way such as literacy only.

Combined effort of a number of aspects are needed:-

1. Strengthen moral values in individuals, society will get better by itself.
2. Making strict laws in favor of woman, as they are the physically weaker sex in comparison to men in general.
3. Proper execution of the laws.
4. Increasing the rate of literacy.
5. Making women self dependent in all possible aspects.
6. Immediate surrounding has to be prompt and courageous enough to dust off any misadventure, so that goons think twice before they act against women.

The above list is not exhaustive.

Nice points but then some people compare moral values as discrimination and violations of human rights.

2. i have seen even educated people doing all the stupid things so education doesnt play a big role here.

3. Independence is also not the guarantee for women safety.

See the two words have very different meanings.

Chased if kept to the level of Wooing is a different thing and chasing to the level of making it a hostile environment for her is harassment. Also chasing women doesn't really work. You can't convince someone to be attracted to you .
