Ok, seriously, hasn't Punjab got the max share of the cake compared to Balochistan? I challenge you to counter me on this. The main issue of Balochistan is near total apathy of successive governments stuffed with Punjabis, toward its development.

(By the way I'm a Punjabi myself!! )

Balochistan's total population is less than a single district of Punjab. ( dev funds are allocated by population )

Balochistan is water scarce ! Even Gawadar will need desalination plants. ( no rivers, only few pockets of habitable lands )

Balochistan is seismically unstable more than Punjab.

Balochistan DIRECTLY borders Afghanistan ! ( this is more of a problem than the previous all combined )
