Unfortunately since 1985 we have had the bad luck of people who call themselves leaders and politicians. In fact they are just opportunists who have no clue about how a state works.
When this panama scandal first broke, media asked our interior minister on his view regarding the leaks. He replied that he doesn't understand "difficult" technical documents.
Such is the level of educational bankruptcy our nation is facing at top levels of our government.

Once Mahathir Muhammad visited Pakistan and media people asked if his reforms could work on Pakistan? He said sure why not but only if the country had Malaysian population!

What he meant was that reforms are not the problem but their just implementation, something Pakistanis would never want because of their political or religious affiliations. Jutice and accountability across the board is just not possible in a country that is so heavily divided.

Well I have limited knowledge, but what I guess is that Pakistan needs to get one honest leader for at least 15-20 years so that he can repair or modify the system and eliminate the deep rooted corruption which can be done through mass-education and strong institutions.
