Arab's don't seek to dismantle Israeli state. It's not about power, there are weak nations in the region which they can attack too, doesn't mean they want to. Arabs constitute many different nations, and are not required to take any action on behalf of Palestinians. Arab gov't's have been getting promises since the early 70's until now that Israel will push forward peace and enable a two state solution. It has been getting same promises from the US too. Of course all of that was to buy time. And then in 80's they began seeing Iran as a threat to them. More importantly domestic issues and development were needed to be focused on.

Arabs don't seek war, unless they were forced into some kind of situation. What can be done is cutting ties or implementing sanctions or besieging Israel. But, if they cut ties the US will back Israel and allow Israel to take unilateral steps to force Arabs into honoring status quo. In the world of 'might is right', you are not allowed to adopt independent policy or sanction nations like the West can do. They will take military action to force you back into the order they want. So it's kind of like a blackmail situation.

The only way they can change this is if there is a unified position that has popular support. If all Arab populations support sanctions or cutting ties, and the governments echo their positions and state they will allow the will of the people, then the US will pressure Israel to take some kind of steps towards peace. They can't repeat 67 scenario again, it's a different world today. Arab governments are however unlikely to take such steps. They are not democratically elected nor pretend to be, and populations voice doesn't matter when it comes to foreign policy. You either fall in line or be considered enemy of state. And then of course some Arab nations are small and not in their hands to do anything without coordinating with larger more capable states. Whether government is elected or not.

Arabs prefer two state or one state solution and will continue pushing for it. Palestinians are not going anywhere and Israel should accept them as neighbors.
