Air superiority can be either a mission or a platform. I can assign a 747 to air superiority missions, if I am THAT crazy.
Most countries in the world cannot afford dedicated platforms and even US have pared down our inventory. What a country can do is to get the best multi-roles platform possible, then create units dedicated to missions. For example, get the best F-16 version possible, then train a cadre of pilots whose main mission is air superiority. They would be first in to secure either the entire airspace or air corridors. So the question of air superiority or not is really pointless from a financial perspective, as in you have no choice.
