When exactly did that happen, and with what ICBM?
If you are referring to DARPA's HTV-2, the concept of re-entry vehicles is being replaced with that, which is VERY different from using a conventional RV instead of a nuclear one.

The RVs developed for long range ballistic missiles simply can't be guided during & after re-entry. So the marginal error of ~100m is bound to accumulate. Moreover, it is too expensive (in terms of both cost and risk) to use an ICBM for delivering just one ton of conventional payload.
