First of all those are not even DF-17s, those are anti-ship DF-21Ds and DF-26Bs ballistic missiles. Second, the spyplane was indeed flying a civilian trajectory so I'm not sure what your point is ... and besides, the Chinese even admit it is legal anyways. There is nothing stopping the PLAAF from flying KJ-500s and KJ-2000s near Hawaii or Guam besides their own capabilities.
