Indirect taxes will form a big chunk of revenue simply bcos we cannot tax non-salaried ppl efficiently. As such ppl who spend more will be taxed more which is fair. For eg you buy a big car, big tv or do air travel you will pay more indirect tax.
As far as health care,social security ....etc is luxury in a poor country like India. Even ppl in rich countries like US struggle with that.

They don't feel it a burden to pay taxes because they do receive those benefits. In India tax compliance is low because people don't trust the government with their money and the taxes are very high for the benefits they receive. Instead the govt. should reduce the taxes and make more people into tax net.

You are right. Tax rates before '91 was as high as 97%, after the tax rates came down post liberalisation, Govt revenues zoomed up instead of going down as people stopped hiding their income in fear of paying high taxes.
What the govt can do is abolish direct taxes altogether, and impose only indirect tax (maybe increase the rates also to compensate). So, everyone will be taxed only on the amount of money they spend and not the income they earn. It will encourage people to save more and invest which is very much required for a country like India. It will also reduce black money as indirect taxes are easier to collect and track for evasions than direct taxes.

The usual problems developing countries face. The problem is not with so much tax but also how inefficiently these are utilized because of corruption. In my opinion corruption index is directly linked with the overall IQ of a society. In simple words, unlike other countries, instead of 'looting' other countries through trade and distributing among their people, here people simply loot each other to get rich. What kind of services do I get for paying the maximum tax rate??
Answer: No health care, No social security after retirement, no unemployment benefits, no welfare, no free education and no thank you from the government.
On top of that I have to grease the officials to get basic services.

Property tax 15%
Service tax 15%
VAT and Sales tax 15%
I did not mention other taxes and fees that they levy for registration, licenses etc.

Exactly , you use more you pay more. Thats the reason why petrol is taxed a lot but not diesel. due to lack of enforcement in collecting taxes indirect tax comes in as handy but ofcourse it does has its side effects as well.Indirect tax is not anti poor. The concept of Indirect tax is, if you are able to purchase certain products , that means you are undertaxed and need to be taxed more. Indirect tax is the best way to tax rich farmers who don't have to pay income tax.
That my dear is very tough, for eg rich farmers,doctors,lawyers,traders ..etc end up using cash and get away with it. Cash less system will help pinpoint the source of cash. Infact things there are more advanced things blockchaining in finance which will ensure that the spender uses legal money. Govt of India should void all transactions more than 500Rs or 1000Rs done in cash but it has its practical difficulties. The fact is I can buy goods without paying sales tax by not getting a bill speaks volumes about our system.So, the challenge is to find individuals in high income bracket who fall under tax bracket but evade taxes. I am sure they number in millions and even if a small percentage is tapped then it will vastly improve the tax collection.
it is only 3% of the population ( about 36 million) who actually paid any taxes. In advanced countries it is about 50 to 60% of the population. In India agriculture is exempt from taxes and rural population constitute 2/3rd of the population. So, a huge section of the population who mostly subsist on crop income is exempt. Also a huge portion of the economy is in informal sector who are mostly labor class who contribute very little to the income pool. It is very difficult to collect taxes from the unorganised sector who mostly fall under low income. So, the challenge is to find individuals in high income bracket who fall under tax bracket but evade taxes.
