I think both Yuan and later Qings administered it till 1912 before the Qings fell and warlord era-civil war began. Wikipedia says about Sikkim being a Chinese tributary at some point of time too...

Yuans had Bureau of Buddhist and Tibetan Affairs in Khanbaliq itself, Wikipedia description suggest direct administrative control and the even prevalence of Tibetan Buddhism over Han Chinese one, hinting centrality of the region in empire (later whole of Mongolia converted to Tibetan Buddhism too). Qing period Tibet seems to be much more autonomous though.

Do read up thoroughly. Find out who controlled whom in Buddhist terms. Find out how the designation of the Dalai Lama first came about. Find out who the Panchen Lama was. Find out what the Bureau did, in reality, not through surmise based on (Ye Gods!) a Wikipedia description. I have mentioned this before; check what the Dzungarian Empire was, where it was, what happened to it, and who live in that region now; check how one religion got substituted by another through Imperial design, and read about how the dynasty in question conducted a systematic genocide that makes Hitler's excesses look like a children's tea party.

It's a little deeper than you might imagine, and that the Chinese would like you to think.

b) Cold war is not fought in India's borders....so, India had the luxury of non-alignment. It is no longer the case now. India has to choose sides.
