It seems to be an ingrained part of human nature to rank people, establish a pecking order of respect/disrespect. All societies tend to rank outsiders, or at least people who look to be outsiders, lower than themselves. Africans suffer from group disrespect because people cannot credit their group with enviable accomplishments. Individual Africans may be extremely talented and gain respect from people who know them personally.

We also have a law against terrorism but Pakistanis who come to India don't follow those laws so we have to lynch them
