For implementation of all below good points you have mentioned first both sides have to come pure, clean with hearts and minds!
1) The next time Brahamdagh or any of his ilk come to Afghanistan you hand him over to us as we asked.
First of all there is a point that why Afg government allowed those 'noble' guests to take refuge in Afghanistan - all I think is Afghanistan is doing tit-for-tat with Pakistan; we claim that most(leadership) of armed opposition is sheltered in Pakistan where they freely get training gets fund from world wide sympathizers etc.. even I myself is witness of this in Speen Jumaat in Peshawar where Taliban was openly announcing for recruitment and funds for Jihad in Afghanistan!
This may also go the same with TTP; so if Pakistan disallows and disbands all armed opposition groups of Afghanistan in Pakistan; Afghanistan will be ready to kick out anyone who is against Pakistan.
2) Your Government recognizes the Durrand Line as the International Border between Pakistan and Afghanistan even if there is freedom to move between the two countries, so that we can put to bed the issue of 'Pakhtoonistan' once and for all.
I wish the issue of Pashtoonistan was only raised by the government but this issue lays with the Pashtuns and even if our government tries to take steps local people will not allow it.
So I think education is the best thing we both can deliver to bordering Pashtuns, once education invades them they will not go for tribal rules etc.. which leads them to Pashtoonistan.
3) Our concerns about greater Indian involvement in your country are recognized so that India's current political or rather humanitarian role (which is duly appreciated !) doesn't translate into the future, should the Indians wish it, into something with either an outright Military dimension or such a pronounced political role that your foreign policy is antagonistic to Pakistan.
Be sure that Afghanistan will not be used against any of it's neighbors I will give you two example one old and one new:
In 1965 and 1971 Pak-Indo wars we had golden times to go for Pashtoonistan but at that time the leadership of the government gathered loya jirga and asked them about it and it was rejected and state was declared neutral!
Couple of days ago Iran expressed it's will to sign a strategic agreement with Afghanistan despite of strongly criticizing US-Afghan pact; that's because our government made them sure that Afghanistan will not be used against any of it's neighbors.
So we may have stronger cultural, economical and military relations with India but in no way it means we will allow them to work against Pakistan in Afghanistan.
4) You take credible steps in dislodging the militants that attack us from Afghanistan and then melt back into the villages and landscape on your side of the border.
These border incursions are something new and still there is a big confusion that who are supporting them what are their agendas because it's not only Pakistan which is harmed by incursion but they have also crossed the border and attacked our posts. There could be two points, 1) the Taliban are now one and planned to struggle and get complete control of Afg-Pak border in future 2) foreign hands to take Afghanistan and Pakistan into a war in future!
Either way both Afghanistan and Pakistan will be the loser! joint ops is what I prefer and a joint command and control center should be build between ANA and PA.
In turn Pakistan too gives you guys sovereign guarantees that :
1) We'd hold a completely non-Partisan view on the Internal Affairs of Afghanistan as long as it doesn't endanger the lives of Pakistanis.
2) We'd extend all reasonable aid that we can to make Afghanistan prosperous again.
3) If there is credible evidence brought against the 'alleged' safe-havens in Pakistan's tribal areas we'd conduct military operations over there to dislodge them whilst you cut off their escape routes from the other side.
4) We'd not harbor any and all Afghan terrorist in our areas and if they are identified they be handed over to the Afghan Government for trial; we'd expect a similar arrangement for our terrorists living in your lands. The mechanism for determining whether someone is a terrorist or not would be the ICJ and their decision would be binding on both Pakistan and Afghanistan.
Does that seem workable to you ?
It's completely workable and will have fruitful results.
