No, they did not. It was Musharraf who allowed them to operate from Pakistan's air bases. From aircraft carrier to Kabul they will have to come through either Pakistan's or Iran's airspace and that will be extremely expensive for them in addition to a diplomatic and military conflict with countries of the region.
It won't be possible again. It was too expensive for USA and they did not gain anything. Afghanistan became unstable and they could not defeat Taliban in one and a half decade and rather now they have become powerful and control more places. Now they don't have that support of the people as they had after 9/11. They will need to stage something new and at much bigger scale to get support for another war.

And for your argument - A person can never be out and out liar or out an out truth speaker. We need to judge the validity of claim considering prevalent conditions and other outside factors as well.
Out of 30 million population of Afghanistan 3 million lives in Pakistan as refugee, doing illegal stuff, building slums, smuggling every illegal thing and putting load on our health and education system. For rest of Afghans when they feel sick they need a medical entry in Pakistan, for better education they need quota and scholarships in our universities. To run from Afghanistan they require fake Pakistani passport....

They lost almost 20,000 troops in the war and their economy was being bled by it. Hardly doubt they could have "beaten the Mujahdeen like a drum for years" given that it was one of the major factors for the fall of the Soviet Union.if the soviets had propped their proxy regime they would have beaten the Mujahdeen like a drum for years
