The Taliban model is different from the Communist model.
China's system is as follows:
China's political structure is divided into four parts.
First, the government. It carries out administrative work, the premier is in the charge it.
Second, the CCP Central. It formulates major national policies, the CCP general secretary is in the charge it.
Third, the National People's Congress(NPC). It is responsible for formulating national laws, is similar to United States House of Representatives. the NPC chairman is in the charge it.
Fourth,Chinese People's Political Consultative Conference(CPPCC), It is composed of representatives of other parties, ethnic minorities, various trade associations, etc.
It jointly participates in legislation and the appointment of government officials, it is equivalent to the U.S. Senate. The CPPCC chairman is in the charge it.
Government:
Government officials are nominated by CCP Politburo, and then reviewed and voted by NPC&CPPCC.
CCP Central:
CCP members in various cities elect city-deputies to participate in the provincial Congress to elect deputies provincial-deputies.
And provincial-deputies participate in National Congress of the CCP to elect 204 members of the Central Committee. And 25 members with higher votes will serve as Politburo-Member, and the highest 7 members will become the Politburo Standing Committee with the highest power in China.
The top7 will serve as:
1st, CCP general secretary.
2nd, premier,
3rd, NPC chairman,
4th, CPPCC chairman,
5th, CCP Central Party School President.
6th,CCDI secretary (The CPC Central Commission for Discipline Inspection).
7th, vice premier
CCP Central Party School(CCPCPS) is a special institution. CCP members who are about to enter the top level will study in the CCPCPS. So the president of the Party school is their teacher. Therefore, if the president of the Party school is no more than 62 years old when he takes office, he may be the successor of CCP general secretary.
CCDI is also a special institution. It is responsible for investigating and dealing with corruption by CCP members. It has great power than your imagination. CCDI is an independent organization, it has independent financial power, and it is not under the jurisdiction of any agency. If investigation objectives is a CCP member, CCDI has the power to arrest, detain and prosecute.
NPC and CPPCC both are level by level elections. The citizens elect city-deputies, city-deputies elect provincial-deputies, provincial-deputies elect national-deputies.
NPC and CPPCC are responsible for making laws. And they are also responsible for review and approve the government list submitted by the CCP Politburo.
Politburo Standing Committee Special rules:
1, CCP general secretary usually serves as the chairman of the Central Military Commission and the prime minister as the vice chairman. The two men jointly hold the command of the PLA.
2, If you have not served as a local official, you cannot serve as a Politburo Standing Committee. This can ensure that the top7 members all have governed an economy with a population of no less than 50 million and $500 billion, and have achieved good results.
3, If he is over 67 years old, you cannot serve as a Politburo Standing Committee. So if the president of the Party school is no more than 62 years old when he takes office, he may be the successor of CCP general secretary.
4, The successor of CCP general secretary usually serves as the president of the Party school between the ages of 57 and 62, and the retirement age cannot exceed 72. So the CCP general secretary usually has two terms of office, a total of 10 years. But if the CCP extends its retirement time, maybe have a CCP general secretary who has three terms.
5, The CCP adopts a democratic centralized responsibility system. According to the regulations, if the problem involves resource allocation and personnel allocation, each CCP branch needs to call its members to vote. the top7 are also a CCP branch. In theory, the Politburo should also vote for important matters by the top7, but no one knows the actual situation, because no one has seen the top7 meeting.
