True, but Afghanistan is embroiled in a civil war that has a huge impact on Pakistan and whose outcome will have a major impact on Pakistan. The US has gone even further and is actually engaged in talks with one faction of the civil war (apparently without the agreement of the GoA), but you don't see the Afghans recalling their ambassador from the US.
