Why not serurity + lobby + trade formula ?

Security: fence + surveillance + small hidden visible forts and caves + intelligence

Lobby: After securing the border specially in trade zone areas first and trading gates, Use the same Afghan refugees to promote pakistan's lobby within Afghan Administration and keep an eye on them.

Trade: After lobbying there should be pakistan's centric mindset specially regarding trade within Afgan Adminstration to control the tarrif/duty.

Beleive me handover this job to me. It's like 2+2 = 22 for me.

everything else will be smuggled

the areas where smuggling can be done will get rich trade routes out of the rule of the kabul government
