There is something called 5 year plan, this is the eleventh 5 year plan running to be clear.... So In every Five year plan, there are certain steps taken like Nationalisation of Banks,Education Decrease poverty by 5% Increase GDP growth and accordingly Budget is prepared... So A govt Spend according to Its Budget. In India there are a lot to be seen before making a complete eradication of poverty, Like

1.)Making the country food sufficiant-So that Govt can Give them Ration
2).Infrastructure development-Poor people get employment
3).Free education-Many poor people send there child to work because they need to feed there family,So there are schools set up by the govt which gives them daily meals, so parent send them to school.
4).Economy-Better the economy ,better the govt Can assure std of Living
5.Under manmohan singh every Politician Is told to get his office report every month to PM and Declare assets every month to eradicate corruption.

And Now to Afganistan, We are not helping them to create a face, But we see US in Them, How nice would it be if We are in a situation like afghan and a country gives us food water sheltor education and security.

let's share the Chinese saying we had in China in the past 2 decades, you can just think about it and see whether it is true or not true:

In China, we have corruption, officials take 20% of the project budget but they still complete the project as they need to make sure there will be more projects so they can get more.

In India, they have corruption, officials take 80% of the project budget and let it fail, then they retire after the next election.
