No not such tough just a mere investigation how 70%export to Afghanistan found way back in Pakistan will close this gap.

Well Afghanistan now has Chabahar, so it is time for the Pakistanis to seriously do something about this issue.

good and narcotics and do not know of any life style than crime.

What we need most effectively is surveillance and latest imagery.

This is why we need those propeller aircraft ( Tucano etc )

Keeps flying cheap for long time thrice daily, and maps the border with high def cameras.

Imagery can then be analyzed by intelligence; all of this is not more than 3 month project.

As for smugglers... Well tbh it's not their fault... if smugglers do it, that mean they have "customers" in the other side of the border... to dry out smugglers...
2 solutions... build a similar N-S korean no mans land border ( expensive solution) or... Tackle those "customers" inside Pakistan (Cheap solution)

Well I must say I had to come back to give what is my opinion on your "who controls Helmand"

The U.S. was able to defoliate entire forests in Vietnam in the 1970s, they would have progressed even more today with today's herbicides being much less harmful to the fauna unlike agent Orange.
They have just created a facade of Taliban control over the heart of Golden Crescent while they are skimming the money for their proxies.
The Taliban have been following the Fatwa against its production since 2001.

Almost all of it will be smuggled out of Pakistan and the rest consumed there.

7% used in Afghanistan, almost half used in Iran. The rest anywhere from Pakistan to Africa, India.
But since 50% is consumed in Iran we can see, what British did to China is happening here too.
The WHO estimates that to meet world medical requirements the production needs to increase 4 times. They even introduced new seeds for better production.

Yes, they follow the Fatwa strictly when it is issued by their Ameer. They will do everything to make sure it is implemented.
