I think their reasoning is to humiliate him...that his dead body goes to those he was against!
But in doing so they have shown to an extent that they are not interested in good terms with us to try humiliate one of ours!

PESHAWAR: Afghan officials have handed over the body of Superintendent Police (SP) Tahir Dawar to Pakistani officials. The body was received at the Torkham border by tribal leaders and MNA Mohsin Dawar.
Pakistani officials had held talks with officials from Afghanistan after the latter refused to hand over the body. Afghan officials wanted the body to be handed over to MNA Mohsin Dawar or tribal representatives.
SP Dawar’s body will be taken to Peshawar via road in a convoy. Roads to Peshawar have been blocked for traffic due to security reasons.
SP Tahir Dawar, who went missing from Islamabad on October 27, was found dead in Nangarhar earlier this week. His martyrdom was confirmed by the Afghan government.

Pakistan earlier lodged a protest with Afghanistan over the delay in handing over SP Dawar's body.
“We summoned the Afghan diplomat to the Foreign Office twice,” Foreign Office spokesperson Dr Muhammad Faisal said during his weekly press briefing in Islamabad today.
“We lodged a protest with Afghanistan over the delay in handing over SP Dawar’s body,” he added. “We have demanded that his body be handed over to Pakistan immediately.”
The FO spokesperson further said, “Pakistan’s ambassador to Afghanistan has also lodged a protest over the delay in the handing over of SP Dawar’s body.”
“The Pakistani counsel general is at the hospital to ensure the body is handed over,” Dr Faisal added.

ISLAMABAD: Afghan authorities on Thursday handed over the body of slain SP Tahir Dawar to a jirga comprising tribal elders and MNA Mohsin Dawar, ARY New reported.
Earlier, the Afghan officials refused to hand over the mortal remains of the cop to a Pakistani delegation led by Minister of State for Interior Shehryar Afridi who arrived at the Torkham Gate to receive his body.
The Afghan authorities, however, handed over the body of the police officer to a jirga comprising tribal elders. The jirga carrying the coffin of the slain cop draped in national flag has left for Peshawar.
MNA Mohsin Dawar, who has allegedly been engaged in anti-state activities on social media by casting aspersions against state institutions, is also part of the jirga. He is also said to have been in touch with Afghan authorities following the tragic murder of the police officer, bypassing the official channels.
Earlier today, Prime Minister Imran Khan ordered an immediate inquiry into the ‘shocking tragedy’ of the killing of Superintendent of Police (SP) Tahir Khan Dawar.
In his tweet, PM Khan said: “Have followed the shocking tragedy of the murder of SP Tahir Khan Dawar & ordered KP govt to coordinate with Islamabad police in holding an inquiry immediately. MOS Interior Shahryar Afridi has been tasked to oversee it with an urgency & present the report to me.”
Tahir Khan Dawar was kidnapped from Islamabad’s G-10/4 area on Oct 26. He belonged to North Waziristan district.
A day earlier, pictures of the SP’s tortured body with a hand-written letter placed on his chest, began doing rounds on social media.
