1) It wasn't charity, but your fellow businessmen who've committed serious business frauds with H1B visas, have turned this into a charity and our corrupt entrepreneurs have taken $$ to help it become a charity under the slogan of "cheap labor", when its not so cheap. 2) Pakistan had dictatorship all along, that's their sad reality. But now there is a civilian government and Modi and everyone in India knows, you'd be competing with them to some degree in terms of highly skilled labor. Also, Pakistan didn't make a sales pitch to the US on fighting the Chinese either. When a war breaks out between US and China, I can assure you, knowing India, she won't join the US side. She'd rather see US and China go at it and become weaker, so she could become the super power. If the intention behind the law is to encourage the hiring of US citizens then you will defeat it very purpose. If you make cost of doing business in US so exorbitant then these companies will move offshore and will take their jobs with them. Only the essential jobs will remain in US and all other non essential (which can done in another country) will move out.

True, one reason why there is lot of companies being setup is bcos of talent & ease of setting up company. Now if the company takes 100 days to find a candidate , 30 days to file a petition and $5000 fees they are better off going elsewhere. To top that companies dont grow talent inhouse but always go for candidates who can do the job without training(saves cost).
One good thing about this is country where jobs are off shored can pick up the skills and start companies in 10-15years.

Dude forget about normal visa , even a transit visa is a headache for South asians. Every time I book a flight it has to be either Middle east or through asean countries. Europe/US is simply out of bounds for asians (other than japan,singapore). More than tourism or general visit it is a barometer of how a citizen of country will be treated.

Well its probably a combination of things. For instance you could claim racism towards very poor black people in Africa yet many countries there rank higher than say China.

Thats my exact point. Stop this freaking D!ck measuring contest. What does a visa free travel even mean to the common man? How many desis do you know with spare thousand dollars who can go visit Paris or even Berlin for a vacation? This visa free travel is only for those who have the means to go travel and see the world.

Because in the end if you want to immigrate to another country you're going to need immigration papers and all the paper have quotas.

There are some people who applied dozens of times to get to the US. Then there was my father who applied 3 times before he married my mother and thanks to her duas he got in on his 4th attempt.
