India May Buy Su-30 if Rafale Deal Falls Through: Defense Ministry Source

NEW DELHI (Sputnik) — India still has not decided if it will purchase Su-30MKI multirole fighters over France's Rafale fighters, but the Russian jets are reliable and cheaper, Indian Minister for External Affairs in the North Eastern Region Vijay Kumar Singh told Sputnik on Thursday.

"The French jet fighter is costly. But as far as the SU-30 is concerned, it's cheap and reliable. The government has so far not taken the final decision," the minister said.

The statement came after the Indian Air Force said in January it could not confirm media reports that India wanted to scrap the Rafale deal with France and buy Russian jets instead.

Scrapping Rafale Deal in Favor of Su-30MKI Optimal for India: Think Tank

Several local media outlets reported in recent days that India could pull out of a deal with France's Dassault Aviation on the purchase of 126 Rafale multirole fighter aircraft and go for Russian-designed Su-30 jets instead. Reasons cited by Indian media outlets included France's reluctance to pass on technologies to the Indian side and an increase in the price of the jets.

In January, a source in the Indian Defense Ministry told Sputnik that the country had not made a decision regarding the purchase of the Rafale jets. According to the source, Su-30s are seen as an alternative if the deal with France falls through.

Israeli Defence Minister to attend Aero India for first time

February 09, 2015: Given the quantum of defence business that flies from Israel to India, it's something of a surprise that this will be the first year that an Israeli defence minister will grace an Aero India. Moshe Ya’alon will be at the Yelahanka show this year accompanied by a delegation 100-strong from Israeli defence industry, many already well-versed with the Indian market, but many looking for emerging opportunities. Israel's defence exports to India in 2014 amounted to a very healthy $2.5 billion, making it the third largest supplier of advanced military equipment to India after Russia and the U.S.

The visit comes three months after India and Israel conducted the first test of the Barak-8/LRSAM surface to air missile system, a system expected to see further testing this year. The Israeli defence minister's personal presence at the show this year is also being seen as a show of personal importance, given that it comes shortly after Russian defence minister Sergei Shoigu and U.S. president Barack Obama both furthered bilateral defence cooperation with India at recent visits. The Israeli defence minister and his delegation may conclude deals upwards of $1 billion during his visit to Bengaluru.

Fifteen Israeli companies, including standard attenders IAI, Rafael and Elbit, will be at the show this year putting on display an array of brand new systems and announcing opportunities for tie-ups with Indian firms. The companies forming the Israeli pavilion are highly specialised in their solutions and products and will be specifically looking for Indian partners. The companies coming this year include ACCUBEAT LTD, which supplies frequency & time synchronization products based on Rubidium Atomic Clock (Frequency Standards) and GPS receivers. AEROMAOZ LTD develops, manufactures and markets ruggedized HMI and control systems for commercial & military applications. AL CIELO INERTIAL SOLUTIONS LTD specializes in the research, development, manufacturing and integration of laser technologies and navigation and control inertial sensors. ASTRONAUTICS C.A LTD. is a hi-tech defence systems supplier, with a record battlefield proven products within the Israeli military, which includes airborne, naval and ground forces systems and solutions.

The companies from Israel this year, as always, will be a healthy mix of tier-1 and other tier suppliers of both fully integrated battle solutions and platforms, as well as advanced sub-systems, sensors and electronics, in addition to turn-key upgrade solutions for existing inventory of equipment in the Indian armed forces. Sources say the Israeli delegations will also be coming armed with a slew of unilateral offers for 'improvement' of certain Indian armament inventories, including artillery, rockets, unguided bombs, avionics, helicopter survivability equipment etc.

For instance, CONTROP PRECISION TECHNOLOGIES LTD., which has been to Aero India before, specializes in the development and production of Electro Optical InfraRed (EO / IR) observation, scanning, reconnaissance and surveillance systems and solutions for Military, Para-Military and Homeland Security applications. CONTROP products include day and night Camera Payload Systems, Intruder Detection Systems for border, coastal and perimeter security, Night Vision / Thermal Imaging Cameras, Stabilized Gimbals and more. ELMO MOTION CONTROL LTD. designs, manufactures, and markets servo drives and network motion controllers for customers in Israel. OPGAL OPTRONIC INDUSTRIES LTD. is a manufacturer of advanced infra red thermal imaging solutions for the defence, security, industrial, and aviation markets. ORBIT COMMUNICATION SYSTEMS LTD. is a provider of superior performance communications equipment and solutions for airborne, maritime and ground applications including Maritime Satellite Communications solutions, Earth Observation and Remote Sensing ground stations to track LEO and MEO satellites, Telemetry systems for tracking missile launches and airborne platforms, and Communication Management Solutions. ORBIT FR ENGINEERING LTD. provides antenna, RCS and radome measurement solutions for the defence, aerospace, telecommunication, automotive, academic and research communities. ORION ADVANCED SYSTEMS LTD., which has been to the show before, (formerly the GED Division of Motorola Israel Ltd.), is a world leader in the design and manufacture of fuzes for aerial munitions with over 35 years experience. Orion’s fuzes have been qualified by the Israeli Air Force for use with their aircraft and weapons systems and meet their rigorous standard safety requirements. Orion's product range covers the full spectrum of fuzes for aerial munition.

In 2013 at the Aero India show, Rafael Advanced Defense Systems Ltd displayed its 'Game Changer'; complete Air and Missile Defence Systems, including the IRON DOME - active defence system against short range artillery rockets; DAVID'S SLING (STUNNER) - multi-mission, multi-platform interceptor; SPYDER SR/MR - Family of Short and Medium Range Air Defence systems; PYTHON-5 - Full sphere air-to-air IR missile and air defence missile; DERBY - Beyond visual range air-to-air missile and air defence missile; MIC4AD- Modular, Integrated C4I Air & Missile Defence System. The company is back this year with a healthy array on show, including some undisclosed new products that are currently under development. ISRAEL AEROSPACE INDUSTRIES LTD. will be putting on display its full inventory of products, including a dummy of the Barak-8 that was tested for the first time in November last year. At Aero India 2015, IAI will showcase its wide spectrum of total solutions and will concentrate on solutions tailored for India's specific needs and requirements. ELBIT SYSTEMS LTD., a well known maker of unmanned air systems and electronic/upgrade solutions for existing military inventory -- they will have a large presence at the Aero India show this year. Elbit will focus on helicopter solutions, from platform upgrades and pilot helmet display system to helicopter protection systems such as DIRCM systems, unified self-protection suites, integrated EW suites and more. Elbit, which introduced the Hermes® 900 Unmanned Aircraft System in a new configuration adapted to maritime missions at the show two years ago, is expected to unveil some solutions targeted specifically at India this year.

From 18th – 22nd February 2015 Honeywell will be showcasing an exciting range of technology at Aero-India, held in Bengaluru. This show is an important fixture on our calendar and we are delighted to once again be supporting our Indian customers, partners and employees at this event.

Honeywell has a long and proud history in India and we remain committed to continuing to advance India’s indigenous technology, from development through to production. Over 40 years ago we began a partnership with Hindustan Aeronautics Limited (HAL) to manufacture and support high technology products in India. We continue to build upon this partnership. India is the global manufacturing base for our TPE331 engine for the Indian Air Force’s and coast guard’s Dornier 228 – an engine HAL has been manufacturing for domestic and international customers for over 25 years. Our technologists and engineers across the country develop and manufacture products in use across many aspects of defense and civil aviation, not only in India but in vast range of countries around the world.

We are also expanding upon our partnership strategy in India. Recently it was announced that we have signed a technology transfer deal with TATA SED. The landmark deal enables TATA SED to produce the TALIN™ navigation system under license and it is the first time that inertial land navigation technology will be produced in India. The agreement with TATA supports the Make-in India priority of the new government and provides TATA with a license for the design, hardware and expertise to assemble, test and, in the future build production kits for TALIN. We recognize the importance of Make-in-India and our strategy of continued investment, high technology jobs, global centers of excellence and development of our people means that we stand ready to support the Indian government as it works to deliver on this strategy.

To find out more about our activities in India, and to meet with our senior team, why not stop by and see us in Hall E, stand number E 3.18 at Aero India.

We look forward to meeting you in Bengaluru.

Anyone else think this is just lame? This show has increasingly allowed propeller driven acrobatic teams to take part and yes, the Red Bull team in Aero India 2013 were cool, but this is just silly. Aero India is about cutting edge military machines, not whatever this is....

The Great Aero India 2015 Tamaasha (PArt 1 - parted as image per upload is 8 only)

On February 18, when Shri Narendra Damodardas Modi becomes India’s second ever Prime Minister to inaugurate the Aero India expo (the first was Shri H D Deve Gowda), he, accompanied by Defence Minister Shri Manohar Parrikar and Minister of State for Defence Shri Rao Inderjit Singh, can be expected to view both the aerobatic demonstrations by both home-grown and foreign platforms as well as visit those exhibition halls housing the exhibits of India’s Defence Public Sector Undertakings (DPSU) as well as those of the Defence Research & Development Organisation (DRDO). It remains to be seen if the expo organiser—the Ministry of Defence’s (MoD) Defence Exhibition Organisation (DEO)—will take the assembled VVIPs to view the exhibits of the Indian Space Research Organisation (ISRO). In case the VVIPs do make it there, this by itself will constitute a grim reality check. Why so? Because traditionally, the booth—itself left segregated in an insignificant corner inside a makeshift exhibition hall—is largely left unmanned. Anyone familiar with ISRO’s exploits and achievements will indeed find this hard to believe or digest, but this has been a fact of life for far too long! One therefore can only hope that NaMo takes stock of this and demands urgent remedial measures from the DEO.

Let’s now venture into the expo proper: although it has been hailed as an aerospace expo, Aero India has traditionally been strictly for military aviation. Why? Simply because the DEO has no idea about what exactly constitutes the aerospace industries and markets. Consequently, no one from the DEO bothers to canvass abroad for participation by the space agencies and OEMs from countries like the US, France and Russia. Similarly, you won’t find any reputable foreign MRO service provider, nor any original equipment manufacturer (OEM) producing commercial aircraft interiors, galley equipment, avionics, in-flight entertainment systems, etc. etc. Likewise, if anyone thinks that the expo will play host to OEMs for airport ground support hardware or aerobridges, he/she will definitely draw a blank. Of the 328 OEMs from 33 countries participating in Aero India 2015, the US will have the largest representation with 64 companies, followed by France with 58 companies, the UK with 48, Russia with 41 and Israel with 25. Although the total number of foreign companies participating has risen sharply from 212 in Aero India 2013 to 328 this year, rest assured that 99% of them will be hawking their products for off-the-shelf purchases.

Participation by Indian exhibitors, which has risen from 156 companies in 2013 to 266 this year, will be accounted for mostly by the DPSUs and DRDO laboratories, with only a tiny sprinkling of MSMEs. For the very first time there will be participation from three states—Karnataka, Gujarat and Andhra Pradesh—that wish to attract foreign OEMs setting up shop in their territories.

Suggested Reality Checks

Here are a few questions that NaMo and Shri Parrikar ought to ask their Mod-owned DPSU hosts if and when they visit their respective pavilions:

Why has the Hindustan Aeronautics Ltd (HAL) consistently shied for a full decade now away from obtaining EASA airworthiness certification for the Dhruv ALH?

Rudra%2Bhelicopter-gunship.jpg

Why has the Indian Army’s Aviation Corps not yet raised its first squadron of the ‘Rudra’ helicopter-gunship despite taking delivery of the first such helicopter back in February 2013?

What is the Dhruv ALH’s percentage of claimed indigenisation by weight, by volume, by cost, and by technological content? This is because imported equipment may constitute only 20% of the platform by weight and volume, but could account for as much as 80% of the cost and technology content.
