Given the recent developments, especially the open threats and incitements against the top judges and general, the TLP has demonstrated that they are not fit for the exposure they've gotten and will become more so if left to their own devices.
The state obviously needs to do something about this problem. However, it must think long and hard about the correct plan so as not make this a bigger problem than it already is.
One type of idea that should be completely dropped from the tool box entirely is the 'bring in A to counter B, then bring C to counter B, then D to counter C and so on and so forth'. That strategy has shown itself to ultimately hurt a lot more than benefit. (E.G: MQM, IGI etc)

My understanding:
A lot of the power of these people comes from the issue they have been championing not their 'core' following.
I mean that people voted for them, and came out for them not because they thought or think Rizvi is the bomb, rather because they think they are fighting for the honour of RasulAllah pbuh.
I've been to mosques who are of different sects from these people and the imams have been supporting their cause because of this very same thing.
However, once the issue has been allowed to settle down - and when these people cannot hide behind the honour of RasulAllah pbuh, then the state could act in a very discreet manner. With a scalpel and not a sword.
The amount of votes and support they got was overwhelmingly from one issue: honour of RasulAllah pbuh. That is it.
The other issues they are selling (implementation of shariah etc) are being sold by a dozen others as well and for much longer and we've seen how much support that gets them. So that issue (nifaz e shariat) has a limited appeal and the vote & support for it are very divided.
Most of the Muslims would be willing to sacrifice a great deal for the honour of RasulAllah pbuh, however, the number of people willing to sacrifice much for Rizvi and the lot isn't going to be too high.
The idea is to separate the two.
So once these people no longer have an Asia bibi to kill or a Mumtaz Qadri to save, they will struggle to keep the spot light.
Once that occurs the state could take a few steps:
Along with all of these, I hope the state institutions realize that the solution to these problems is educating people - especially about Islam - so that people are not easily manipulated by such people.
If people understand how much importance Islam places on the rule of law and opposes anarchy, the power granted to the state and leadership. How burden of proof works and how big of an issue it is to take a life etc.

- Strict media blackout. Even control online as much as possible.
- Aggressively promote a counter narrative - aggressively and intellegently. Counter narrative should be based in Islamic theology, designed to appeal to the religious lot that follow them. Know your target.
- Identify the power structure and slowly dismantle it in a discreet way.
- See which people in the organisation can be bought/blackmailed/strong armed into doing your bidding. Go after them in the best manner.
- With regards to the rest of the relevant and influential members who do not fall in line, they should be handled using the law but in a way that they aren't allowed to connect it to this. So for instance take divisional leadership out on unrelated legal charges.
Along with all of these, I hope the state institutions realize that the solution to these problems is educating people - especially about Islam - so that people are not easily manipulated by such people.
