Simple,because our goverment shipyards are currently overloaded with order as over 45 naval vessels are being built by them and many more are awaiting construction.But yeah,our private majors such as L&T or ABG shipyard should have been given the orders.

But its still not a good reason. India should expand ship building capabilities and provide more jobs, training and research for Indians..

This is effectively what is happening but such things take time and the nation's armed forces can't afford to be kept waiting so in this instance they turned abroad. Pretty much every major public and private shipyard in India is currently undergoing massive up gradation and increases in capacity but they are already overloaded. In 5-7 years things will be very different but even right now India is manufacturing her own ACC, amphibious warships, Stealth frigates, stealth destroyers, stealth corvettes, fast attack boats, offshore patrol vessels etc all this simultaneously- obviously it can't do EVERYTHING so some things are outsourced.
