I have came across this video online in which possibly a PAF mirage is flying very slow and close to ground. This could be 15-20 meters off the ground. Can somebody informed tell us what is going on there?

Mirage must be returning from India after successfully conducting radar evading tests against enemy's highly sophisticated radars. Guessing

Or very very low CAS... Mirage's come equiped with two 30mm auto cannons, right?

Enough firepower to decimate T-72's and T-90's.

Seems a clip from some exercise with PA. And the aircraft wasnt flying slow but the video has been slowed down from 00:06 to 00:53 as evident . Mirages or as a matter of fact any fighter aircraft of today would never fly that slow while that low as they might get stalled.

Holly crap!!!! Low penetration exercise. The video was slowed down but this was a low level, slow penetration test for an undetected strike. This much speed (or lack of it), is actually dangerous but this was a combat simulation exercise.

At this velocity and altitude (truly terrain hugging around a few hundred feet), the radars can't identify you as the plane is so low that it would come up as ground clutter. Plus the much lower speed doesn't give the radar the ability to consider it a flying object so it would be considered ground clutter.

Enough firepower to decimate T-72's and T-90's.

This low of a pass has nothing to do with T-72's and T-90's. You can probably hit this Mirage with a Rifle or any Machine gun at this altitude and such a low speed. This was the Nap of the Earth technique, practice for combat strikes, also knows as low level penetration testing.
