Not sure brah, The Infrastructure of the Eastern seaboard were neglected due to the civil conflict for the longest time, They probably do have plans for it.. Maybe @Godman can enlighten us with any local insights

No plans to expand the North Eastern rail lines for now as I know. The Southern Rail line is being expanded by the Chinese(which got into trouble due to floods but should be going at full speed now).
Sri Lanka gives more priority to Roadways and Expressways so they suck a lot of money. In addition the major Expressways there is the iRoad project which is building roads in rural areas and many other projects leaving little to large scale Railway expansion. So now we have a modern expressway system but an outdated Rail system.
