So even if a rich/powerful person thinks he can subdue a poor person, that poor person will run here and there to find a contact of his own to counter the rich/powerful person.

That trust on another human, until known personally, is gone.

As for the system, it can be only be changed, when the public changes. The system favours the public, so the system stays in order by bringing no change to it. From top to bottom, from one department to another, the stakes are involved. Public stops paying the clerk, the file wont move but then from where will clerks eat, they will have to move the file. Making of a queue. Truth and honesty in the streets. These seem small , invaluable and insignificant little ethics, but they form the basis of a community which can then be amalgamated into the society as a whole to bring a dependable system.

The upbringing and education through parents and teacher is important because that makes the difference where it matters. Take cops for example, some won't take bribe, their conscious is alive. That conscious can be attributed to the parents and teachers. They are part of the police system, maybe just 15% but they show the difference can be made.

That is the power of a family or community built on ethics, on values. This is why the trickle down effect is a failure because the system won't matter to those who stay steadfast on the path even when the system creates difficulties for them. Every individual is different and will take different approach or routes or methodology when taking a path towards a certain goal. When the person opens his mouth to speak, he exposes himself. This is again, where the family upbringing and education is shown. This is also where character is shown.

Joining the system should not be becoming part of the system. Following the herd is easy, taking a different approach against the norm shows the mettle of the person. When Iqbal says, afraad k haath mein hay aqwaam ki takdeer. He isn't talking about the kings or royals or Government, he is talking about public. Har fard hay millat k mukaddar ka sitara. Again every one (from the public) is responsible for bringing the country towards greatness. This is where the blame comes on the public. Its' just like how we are only responsible for our own actions on the day of judgement. There won't be a blame game on that day.

The generation, the young people, the youth, who today joins any department, if he doesn't make a change, isn't dedicated enough to make a difference, hasn't been guided morally by his parents, hasn't been made passionate by his teachers to be morally conscious - he will join the system but will never be able to bring a change into it when he gets the reins in his hands. Those who maybe above him, they maybe corrupt to the core, but they have to leave the seat someday. They may have polluted the system but with every passing minute, they are on their way out of the system. The young person is understanding the system and every minute for him is an opportunity to make changes. Sooner or later, he will be the decision maker but if he is frail, if he is weak, and if he just gives in to the system like his predecessors, their won't be a change.

It all starts from the parents, the teachers, the community.

In pakistan establishment (consisting of civil scoiety, educated people elite and military) fast ate itself destroying civil society part and is now just the few elite & military who have no interest in the country
