This letter written by ex-Peshwar university student. Settled and work for POF. Home in FATA. His personal anaylsis about his surrounding. (Posting it without any change)

There is no doubt that there is a Taliban presence in NWFP and in Fata but watt exactly is Taliban
Taliban is an ideology so if people think that they can get rid of Taliban by simply killing them they are deeply mistaken
Then there is al Qaeda and most people think that Taliban and al Qaeda are the same things which is a very ignorant approach
after the American invasion of Afghanistan at least a couple of thousand Taliban and al Qaeda member managed to cross over in to Pakistan tribal areas where they received a relatively kind treatment as compared to the rest of the world
the reason for this was the image of USA invading a Muslim country and funding nations like Israel with al sort of money and weapons , and when they see Palestine’s towns being boomed by Israeli gunship they see USA and Israel as the same thing
Then there were the constant sanctions and bombing of Iraq due to those sanctions the common Iraqis suffered badly and through that USA was portrayed as pure evil and enemy of humanity and Muslims

Obviously there was 9/11 but America had invaded Afghanistan
Then there was the massacre of Pakistanis by America’s main allied dustman
Who first killed nearly all out of 600 Pakistanis (mainly) in kalajangi?
And there at kill zaini about 7-8000 Pakistanis were massacre in Afghanistan by dostom troops
Not all of them were Taliban many countless Pakistanis had gone to Afghanistan for trade every Pakistani the northern alliance could lay there hand on was arrested
Then thousand more went missing in Afghanistan jails and never returned
This massacre was carried out mainly by Uzbeks and northern alliance troops
And amazing thing is that most of the 100000 afghan refugees in Pakistan are that from northern Afghanistan and Uzbeks
But no revenge killings took place there
Now most of these Pakistanis were from FATA whose lively hood was smuggling of machinery's from Afghanistan and they were and still are in no mood to let the northern alliance and dostum troops in peace after the massacre of Pakistani they carried out in Afghanistan
So most of the attacks in Afghanistan carried out by these militants in Afghanistan are more toward Afghans army (that mainly comprises of northern alliance)
then the homes of afghan pathans and were looted and murder was carried out by the northern alliance in the wake of the American invasion and Americans made no effort to stop that this developed a hatred against them and this resulted in the insurgency that is easily labeled as Taliban

once this revenge war had started al Qaeda took full advantage of the situation , one must remember that A QAIDA is an organization which only thrives on such incidences any angry young man who has lost his relative or a loved one in these atrocities will be easily inducted in Taliban or al Qaeda
Because he wants revenge and these organizations can provided him with the tools and the technical know how and the opportunity of lighting out the fire of his hatred
Once more thing al Qaeda and such insurgencies flourish on is poverty
And poverty is very high both in Afghanistan and in FATA and NWFP this combines with the previous factors discussed makes the ideal situation for
Al Qaeda to get strong

Then the way the military conflict in Pakistan was mishandled and where a hammer was use to kill a fly and due to collateral damage more and more people became victims of militancy and this only increased the strength of al Qaeda

Then lot of extremist organizations like lashkar-a-jehangavi or sipa-a-sahaba that are so extreme that they even make the Taliban look like
Kids joined in there war and they got a ready supply of volunteers
And watt every it did was easily blamed on Taliban and they got a clean slip
Due top this Taliban phobia every thing that went wrong every bullet fired every bomb that exploded and every throat that was cut was easily blamed on the Taliban
The Taliban organization who actually were the TALIBAN WHO RULED AFGHANISTAN on many occasions had denied responsibility for the actions that the newly formed Taliban committed
now the FATA areas aint like NWFP
these are mountains that do not support cultivation of any sort so forget agriculture
the only real lively hood that one can have is trade
now due to the afghan war and the closure of borders and the fact that afghan army is filled with Northern Alliance which are very anti pakistanies is one of the main reason that most of the people lost there lively hood
now since the govt did not paied any attention to any sort of education in this areas or any sort of development since the last 60 years people were left with nothing to do and this turned the situation very hopeless
i mean wat are you suppose to do when you illetrate you dont have any real skill apart from using and making guns
and there are no jobs
you cant do agriculture cause there is no land or water to do so
naturally such guys can easily get depressed and as ridiculous as it may sound taliban may seem to be the only hope fr any real change
and there are countless orginisations that are there to take full advantage of such people like al qaida and sipha-e-sahaba
last refuge for wanted crimnals

Now most of you guys may not be familiar with this but police can not operate in the tribal belt of FATA which give the criminals in Pakistan who are wanted for serious crimes a very good loop whole
After they come to know that they will be screwed in Pakistani settled areas by the law they make a run for the FATA tribal areas where police can not go after them
Tribal don’t bother about them because these criminals can’t really threaten the tribal since they are very well armed
And these criminals start over a new life or do crimes in settled areas and run back to tribal areas
Most of these criminals are wanted in serious crimes like murder and stuff these guys are dead meat if they try to live in settled areas specially the NWFP where they might have committed murders and made a run for it
Now usually there life span is very short if they are trekked by the resident of NWFP against whom they have committed the crime
But for places like Punjab Sind and Baluchistan it’s a guarantee of 1000% that they will not be harmed
This military operation if it succeeded (which it failed badly) was going to be followed by the succession of these tribal areas in to the NWFP which ment that these guys honey moon was over and they were going to be nailed
Now this is a matter of life and death for them
So thousands of these low lives created gangs which took money from foreign agencies like raw and northern alliance and started carrying out attacks against the army
The locals didn’t mind because they were all ready in war against the army
Now tithe locals may in there own naive way were fighting for the dignity of there land and thus Pakistanis dignity and severity
But these criminals’ gangs had only one thing in mind MONEY and since they had no regard for human live watt is the worth of PATROTISUM to them
Thus every attack these traitors carried out was also labeled as Taliban and local Taliban

Know who your dealing with

Now if you want to deal in any way with some one you must know there personality
This is some thing that was not kept in mind when USA and Pakistan went after Al Qaeda in FATA and NWFP
Now for an afghan to see a foreign troop or an air plane on there soil is enough to start a war. these people of fata are the same people the only difference and which is also a very big one is that They have not see a single foreign forces equipment or solider on there soil from the last 55 years and they are not use to seeing an American predator fly above them and even fire a few hell fire
These actions will even cause a very peace loving tribal to get his gun and go to war in both Pakistan and Afghanistan even those who do not want a war
An air raid by PAF is hated but these guys are so against foreign forces that they will rather be bombed by Pakistan air force than have an American apache just fly over there house
plus the complete intelligence failure due to which American struck targets in Pakistan and didn’t managed to kill a single member of al Qaeda but did kill lot of civilians cause the war to start and strengthened al Qaeda
al Qaeda may even feed wrong information to the Americans about some key figure in Pakistan so the strike which will cause civilian casualties and no loss to al Qaeda this will engage the locals population and they will rebel against the Pakistani got and attack American targets thus shredding the war and al Qaeda feed and grows strong through war

The compleat ignorance about the way to deal with the people of FATA and NWFP by the american and pakistani govt is one of the result that this war spread so much

Those are some very interesting views Peshawar.

My question to you would be, how do you think the situation can be salvaged?

Development cannot occur without some sort of "writ of state", and you say that various antisocial elements are interested in keeping the situation destabilized for their own vested interests.

Well rite now I believe the swat situation should be crushed carrying out peace deals and jirgas will not solve any thing
Jirga should be carried out with locals who are feed up with the militants
Plus this is not a conventional war fare
Use of shelling and mortars will cause wide spread civilian casualties
Yesterday a shell landed on a women house and 3 of her kids died she left them unburied cause she had to save the rest of the four injured
Fc and other paramilitaries should play a back stage role the main strike force should be ssg and regular army
Swat is not like WAZIRISTAN it’s a settled area and things are different here
People do have weapons like every where in NWFP but an RPG and motors is some thing that never was a part of settled areas inventory
Which means it is definitely coming from out side watt so first of all we have the nail the suppliers of arms and the top brass of militancy
Heavy weapons should not be use in attacks it should be carried out by infantry
So civilian casualties can be minimized
Off course retreating militants in the mountains can always be shelled but shelling villages does not makes sense because if they kill 40 militants they do cause wide spread civilian casualties this causes the local population to turn against the govt

This war can only be won by the govt if the intelligence supplied to us is reliable and real time and we act upon on it

Waziristan issue was some thing that could have been easily solved if we had not allowed American military intervention and could have use the money instead of the weapons
You don’t fight the tribes you make them fight your enemy and that is done if you pay them and respect them
The tribal areas should be ended and it should be combined with NWFP it hard it’s a very distasteful pill but it has to be done
This will eliminate the safe heavens for money loving criminals and these are the main tools that’s RAW and other enemies of Pakistan use to destabilize Pakistan
And beside certain crimes like kidnapping and car theft will fall down considerably by this change

And if you expect the military to achieve some success then we must at least army them with the weapons necessary for success ,I mean how will a solider feel if he is carrying a G3 in swat or waziristan, at least give them an ak47 which is more well suited to the terrain and is compact

Gunship should be used because that’s one weapon militant’s fear the most
But shelling is one weapon that causes civilian casualties
A d before sending the troops in to combat they should be show enough videos of the militants about there tactics and there savagery (of swat) that at least they don’t have a doubt on there mind about if they are fighting for the rite cause or not

The local people should also help Government in pointing out foreign terrorists I heard few days before that Taliban had putted up their Flag on a Police station in Swat which is totally unacceptable I think that local population should have thrown away their flag and what is the solution for that? Either Pakistan should carry out an operation in Afghanistan? Because these terrorists are a big threat to the local innocent people and Country.

Salman the locals ae doing so. They do informe the government but the incident you mentioned has a different background there in Swat if they put a gun at your head hold your kids and you do not have any access to the government due to fight there how can you informe.
Even that some people were helping the governmnet but these were captured by Fazlullah's militants and some were slaughtred and some are still in their custody.

AS far carrying operation by Pakistan directly inside Afghanistan
Well a BIG NO
We can not attack a soverign state, secondly all the elements in Afghanistan are not terrorist nor they oppose Pakistan.
Even the Taliban Movement in Afghanistan even after US attack, they never called for disintegration or destabalizing Pakistan.
Mullah Umer had never called for attacking state of Pakistan unlike some of our close allies who are advocating attacking Pakistan.
So we need to utilize our stalks in Afghanistan tactfully. we still have strong stalks there but due to our engagements that too as copulsion as we are pushed into too many quagmires both at internal as well external level (that too i believe have plenty of international stalk which is utilizing out own people i.e politicians, media, judiciary and anti-Pakistan backed elements) so we are currently unable to make proper use of our stalks in Afghanistan.

I am all for extened a hand to Hikmatyar and all other 6 who were once called by Carter as the saviour of Afghanistan as at that time too US was looking after her intrest in Afghanistan and also iam all for contacts with Afghan Taliban the moderate ones.
