It has already happened and was successful. Siachen.
The Siachen is a useless region with no strategic value. The dispute over that region is literally described as "two bald men fighting over a comb", and your forces waste so much money and lives trying to protect it.
The real prize is what's beyond that, but the Pakistani military is firmly entrenched there so you have no chance of taking that.
In other words, you failed to achieve anything.

But in Kargil, the Pakistani military took Point 5353, which is the region's dominating feature. We still control it to this very day.
