Look, cruise is an extremely complex system that comes much after Ballistic missile systems. Reasons are various- I order to make it terrain hugging and accurately navigable you need a large project dedicated only to that. Yanks can do it, they've been working on sat nav projects for decades now. You don't even have large facilities that deal with this stuff. Even today you have problems working with guidance and navigation systems. Propulsion is another complex area. Your work with propulsion is very limited- a lot of your missile systems are actually direct descendants of Chinese missiles. In fact, making an IRBM is easier for you than cruise today (it'll be a decade + long project). And you're saying that 10 years ago you had mastered cruise? YEAH SURE.
The R&D required for this really is not there at your end whether you had a project or not. The following is the realistic assessment of the situation. You guys may have looked at and passed over the Tomahawk to the Chinese who would have gleefully taken it apart to see what's In it. Since India was moving ahead in Ballistic systems you would have logically initiated discussions for cruise systems to counter it. Especially because our programs included anti-ballistic systems. Since they can't hand it over to you under MTCR, you make the claim that it was indigenously developed. Pretty much the only scenario possible.
