What you fail to see is the location. Why would you assume that we will keep our longer range missiles closer to Pak border. Ofc they will be in east and northeast to hit max targets in China.
And chart does show that location of delivery platform. Read and understand, don't just assume.

yeh but not in China. I looked at that angle but still the inaccuracy is too much to support location. The writer wanted to ensure to show that the whole of China is covered but in reality it isn't that's why he drew these skewed circles.
