I know how democracy works in a capitalistic form of government.

Basically the Tobacco and Liquor lobbies fund the politicians who would in turn protect these proven harmful substances from getting banned while they ban consensual s*e*x because there is no money to be made.

You are an amateur. The lobby is the voters.

The Government has a monopoly on selling liqueur, and taxes liqueur heavily.
If they ban alcohol, they will be voted out.

It also puts warning signs on cigarettes, and taxes the cigarettes as high as they can.
If they tax higher, then smuggling of cigarettes will increase.

Again, they are not prepared to challenge the smokers, but smoking is on its way down anyway.
Sweden now has the lowest percentage of smokers in Europe (14% vs the average of 23%)
Smoking is no longer cool. The typical smoker nowadays is an underpaid single woman.
