Militants crossed over to Waziristan after USA invasion. They were welcomed by locals as muhajirs and given protection. That area was ungoverned with no army or police, people were armed to teeth. With local support because money they started carrying out attacks.

The reason less and less attacks happen now is because there is army on western border and terrorists cannot cross over easily, not to forget border is being fenced. This could be the reason why terrorist attacks in Afghanistan have increased 10 fold in last few years, they need to blow up and get 72 hoors no matter what.
