the elite don't want that not yet. fossil fuels=big bucks.

The 65 GW is remaining untapped because two words : red tape. In fact, not only is a lot of hydro untapped, current existing hydro stations are facing increasing amount of red tape and some of them can't obtain the license to continue to operate. The sad thing is, US hydro generation actually dropped comparing to 90s even though renewable as a whole increased.
