ISLAMABAD: The Karachi Police will have to induct 5,000 to 10,000 retired military (SSG) commandos purely on merit as part of the strategy agreed to by Prime Minister Nawaz Sharif and Chief Minister Qaim Ali Shah to overhaul what has otherwise turned into an extremely corrupt and incompetent department.
Sources said the prime minister was shocked to learn from the intelligence agencies that presently several thousand criminals are part of the Karachi Police force.
According to one source, the figure of 6,000 criminals in police was discussed. These criminal elements, it is said, had been inducted during the recent years, including the last tenure of Qaim Ali Shah.
They wear police uniforms but actually work for criminal elements, extortionists, kidnappers and killers, a source, who attended the high-level Karachi meetings, confided to The News.
How to get rid of these elements is a great challenge faced by the Sindh government and its police department.The inspector general police (IGP) was told to do this imperative cleansing and if there was a problem in getting them sacked, they should be sidelined, at least from the polices operational work.
The sources said that criminals have made their inroads into different tiers of the police department in the metropolitan city.
These criminals in uniform actually work for the mafias. When they have information about a crackdown on criminals, the mafia is timely informed. Even police officers of the level of SPs (superintendents of police) were found to have been working for the criminals, the source said.
It is said that the Rangers have been given the major assignment of conducting surgical operations against the most notorious set of criminals said to be around 500 in number, by the federal and provincial governments only after realising that the Karachi Police were not capable of doing this for being badly infected because of the recent years induction of criminal elements.
The Rangers in Karachi also blamed the Karachi Police for having close links with criminal elements. It was also revealed that criminals arrested by the Rangers were released when handed over to the police.
Only recently, PPP MPA Murad Ali Shah had criticised his own government (of Qaim Ali Shah) for hiring criminals in the police.
Manned by the cousins and brothers of big guns, the Sindh Police are presently run by officials borrowed from Nepra, Nadra, Narcotics Division, Excise & Taxation Department, Law Division, Information Technology, Vocational Training Centers, Education Department, Transport Department, FIA and IB.
Not only they were absorbed in police and Anti-Corruption Establishment, they received rapid promotions. Several of them were granted four out-of-turn promotions.
During the prime ministers visit to Karachi, though the Sindh chief minister agreed to the strategy of cleansing the police department besides inducting well-trained retired military commandos, it is yet to be seen if Qaim Ali Shahs government would proceed against thousands of those controversially-inducted into the police by his own government.
Shahs government was directed in 2011 by the Supreme Court to get the police depoliticised but it did not move an inch in this respect.
