ISLAMABAD: The Karachi Police will have to induct 5,000 to 10,000 retired military (SSG) commandos purely on merit as part of the strategy agreed to by Prime Minister Nawaz Sharif and Chief Minister Qaim Ali Shah to overhaul what has otherwise turned into an extremely corrupt and incompetent department.

Sources said the prime minister was shocked to learn from the intelligence agencies that presently several thousand criminals are part of the Karachi Police force.

According to one source, the figure of 6,000 criminals in police was discussed. These criminal elements, it is said, had been inducted during the recent years, including the last tenure of Qaim Ali Shah.

“They wear police uniforms but actually work for criminal elements, extortionists, kidnappers and killers,” a source, who attended the high-level Karachi meetings, confided to The News.

How to get rid of these elements is a great challenge faced by the Sindh government and its police department.The inspector general police (IGP) was told to do this imperative cleansing and if there was a problem in getting them sacked, they should be sidelined, at least from the police’s operational work.

The sources said that criminals have made their inroads into different tiers of the police department in the metropolitan city.

These criminals in uniform actually work for the mafias. When they have information about a crackdown on criminals, the mafia is timely informed. “Even police officers of the level of SPs (superintendents of police) were found to have been working for the criminals,” the source said.

It is said that the Rangers have been given the major assignment of conducting surgical operations against the most notorious set of criminals said to be around 500 in number, by the federal and provincial governments only after realising that the Karachi Police were not capable of doing this for being badly infected because of the recent years’ induction of criminal elements.

The Rangers in Karachi also blamed the Karachi Police for having close links with criminal elements. It was also revealed that criminals arrested by the Rangers were released when handed over to the police.

Only recently, PPP MPA Murad Ali Shah had criticised his own government (of Qaim Ali Shah) for “hiring criminals in the police.”

Manned by the cousins and brothers of big guns, the Sindh Police are presently run by officials ‘borrowed’ from Nepra, Nadra, Narcotics Division, Excise & Taxation Department, Law Division, Information Technology, Vocational Training Centers, Education Department, Transport Department, FIA and IB.

Not only they were absorbed in police and Anti-Corruption Establishment, they received rapid promotions. Several of them were granted four out-of-turn promotions.

During the prime minister’s visit to Karachi, though the Sindh chief minister agreed to the strategy of cleansing the police department besides inducting well-trained retired military commandos, it is yet to be seen if Qaim Ali Shah’s government would proceed against thousands of those controversially-inducted into the police by his own government.

Shah’s government was directed in 2011 by the Supreme Court to get the police depoliticised but it did not move an inch in this respect.

Law and order case: Gambler controls Karachi police postings, SC told

The Supreme Court was informed on Monday that the Karachi police was being controlled and run by a gambler called Wasim Beater — all postings and promotions of police officers in the metropolis were apparently made on his recommendations.
The revelations were made during the hearing of a petition filed by Senator Haji Adeel asking for a review of the progress on the judgment of the Karachi law and order case passed by the apex court in October 2011.
While Sindh Police Inspector General (IG) Fayyaz Laghari, Chief Secretary Raja Mohammad Abbas and Additional Chief Secretary Wasim Ahmed pleaded ignorance about the matter, DIG Hyderabad Sannaullah Abbasi and Sindh Additional IG Bashir Memon admitted before the bench, in the presence of their seniors, that Beater, a junior police officer, did in fact run a ‘gambling den’ in Karachi and possessed “great influence in the police department”.
The three-member bench expressed its dissatisfaction over non-implementation of the judgment even after more than a year and directed Sindh Advocate General Fateh Malik to present a comprehensive report with detailed progress against each point of the judgment in the next hearing.
The bench warned that contempt of court proceedings could be launched against the authorities concerned if they fail to provide the details as to what satisfactory steps have been taken to improve law and order in the country’s largest city.
During the course of the hearing, Syed Mehmood Naqvi, a resident of Karachi, who also filed a civil miscellaneous application (CMA) in the court, also alleged that Beater was a constable and was promoted to an inspector’s post with the blessing of IG Laghari and Additional Chief Secretary Ahmed. He added that the gambler seems to have become an “adopted” brother of both these senior officers.
“Every police official in the city is being transferred and posted on his recommendation. He runs a ‘gambling den’ and smuggles Iranian petrol and diesel. He provides millions of rupees to senior officers,” Naqvi alleged.
Upon this, Chief Justice Iftikhar Muhammad Chaudhry inquired from the chief secretary, IG and additional chief secretary regarding Beater but the officials expressed ignorance about any such person in the department.
“I know this criminal person. He has a gambling den in Karachi and I had taken action against him when I was SSP Saddar,” said DIG Hyderabad Abbasi in the presence of his seniors despite their refusal to accept the allegations. “Action should be taken against this criminal person who is a very powerful man,” he stated.

Additional IG Memon said, “I should tell the truth before my seniors that Wasim Beater is present among the ranks of the Karachi police. I also confirm that he is a very influential person”.
In the wake of these conflicting statements, an irked chief justice hit back at the IG and additional chief secretary. “Why are you concealing the actual situation from the court and misleading it?
“We appreciate the courage of Bashir Memon and Sannaullah Abbasi for telling the truth in front of their seniors. This suggests why the judgment is not being implemented and why Karachi’s law and order is not improving.
“If you don’t implement the judgment, we will proceed with contempt of court against you,” warned the chief Justice.
Addressing the IG, the chief justice stated, “How can you sleep in Karachi? You know how many people were killed yesterday alone? Innocent people are killed, but you are not taking any steps.
“Have you taken any step to depoliticise police as per the court’s judgment and to follow merit? Did you ever write to us after the judgment to abolish the militant wings of political parties?” asked a stern chief justice.
Towards the end of the proceedings, Justice Azmat Saeed stated, “Pakistan is our country and Karachi is its face and economic hub. Please save it.”, he maintained.

Crime and bribe has now become part of their blood. In practicality police has become a liability rather then an asset for the country. New inductions will also get blended. Government will have to seek an out of the box solution to it. They should consider, prematurely retiring all the existing police staff, including the top notch. Though it will cost heavily to the government exchequer, but it is far better then the losses people are suffering because their connivance in crime. Before getting rid of this useless bunch, a parallel force should be established, better paid, trained by army and an over night change should take place. A gradual change cannot help. Yes, the new force will have lots of problems, but they will be able to identify shortcomings in the previous police regime more prudently and will be able to provide better and unbiased remedies.

the only solution for sindh police is to depoliticise, and hire young blood and educated honest local people on merit and not from other areas

if not bring army into karachi then why hire ex SSG commandos in the karachi police?

the training of SSG and police is very different, army training is made to counter border threat in an extreme circumstances and also involves collatoral damage where as police is equipped to handle a community

the local native people know their city well unlike others

and to introduce the community policing system which can keep a check on every immigrant, illegal activity

Karachi should also have strict vigilance on its exit gates who is coming, who is leaving etc

a guy coming from faisalabad was caught with smuggling bag full of new weapons

most of the officers in karachi police are hired from other far flung areas who dont know the dynamics of karachi city

There are 6000 criminals in the Sindh police which might be the reason why it has had no success in catching criminals. Political parties allow criminals of their own parties to infiltrate the police. I have still to know a single person in Karachi who hasn't been robbed atleast once. It is a very unfortunate situation. We should develop a unit tasked with catching the political criminals in the police and punishing them and their leaders severely.

Unfortunately when Altaf Hussain himself is involved in the killings (and does not even believe in Pakistan-calling partition the biggest blunder in the history of mankind) then this is to be expected. But I doubt that Karachites will ever stop voting for terrorist political parties.

It's ppp who recruited most of these criminals. Get rid of PPP and Sindh will be peaceful.
