Embassies are irrelevant. A guy from chiniot may have a factory contact in Luxomberg and that contact may be using this guy to get what is on the surface innocuous information but it pertinent to the interests of Luxonburg.

It is not isolated to Pakistan, India has probably more agencies “operating” in its territory; not all of them are “anti-India” but pro-whatever their interests are.

Manipulating an Indian Army procurement official to approve an equipment in favor of one’s own local product or getting information on another’s bid is also espionage.

Countries have numerous intel agencies (US for i.e NSA, CIA, Naval Intel, FBI - yes they operate outside - etc).
