Arm yourself to the teeth and then the “genocide” will be legitimized by the Indian authorities. The reason you can even utter the G word or “innocent” in the same sentence as Kashmir is because for the most part, the valley is free of guns outside the terrorists and their sympathizers.
Put guns in the hands of each Kashmiri against the army and state and they will turn from being ordinary civilians to terrorists for us by law.
